A GAMBLER'S PLATFORM.

validate all the bonds The plank ;
was put in to depress conversion bonds

ppeculation. "When the Ring have
loaded themselves with all the bond
purchaeeable at 25 cents oa the dollar,
it will be decided that there are no
bonds of doubtful legal tv. Iloge is to,
as soon as elected, levy a special tax to
pay the interest on all the bonds?say
ten mills. This will raise the price of
new bonds fVom 25 to iO and the Ring
will reap a splendid prtfi' by selling |
out before the interest is paid.
The money raised to pay the interest,
however, will never be wasted in
th^it way by the liiug. They kuow a
trick worth two of that. Ilaviug sold |
out in December ali the bouds on hand

at a good profit, they will theu sdl
bonds short, deliverable iu JaDUary;
when in consequence of the non payment
of the ioterest promised they can
fill their contracts at even a 1 >wer rate
than ever. So, here i-; a double profit.
The money wrung from the people to
pay interest will go to pay claims
against the State bought at discounts ,
ranging from 40 to SO per cent. The
Ring will get the money?all of it.

The obstachs to a satisfactory timetable
on the Tort Royal railroad are
fast falling away before the pviaistent
courage and effort of the Superinten-'
dent. We have several times allowed
our annoyance at the delays to overcome
our judgment, and have indulged
ourselves iu some ill natured jokes upon
the road and its mauageiucnt. Not

we had on hand, when lefi for hours
at Yemassee or in the swamp v.ith the
thermometer at 05, and the mosquitoes
at 95,000,000. A little calm reflection
would have taught us the justice of
making allowances for a road burdened
at once with a heavy traffic, construction
trains and insufficient motive
power. Hut a niau cannot he just
when ho has prickly heat all over his
back.
The road has now, we are happy to
state, received three new locomotives,
making six in all, which the Supctinteudent
hopes will be able to do the
local businers until the first of October
when he will have another supply of
new locomotives and when he hop;s to
have the track nearly, if not quite, to
the Savannah river. The bridge is expected
to be completed by October 15,
and will be, if unforeseen accidents,
such as freshets, do not prevent. The
delays on the road have not occurred
because tln re was not ;t disposition to
please, hut because the lumber and
1 >cal business had increased s) fast
that the motive power then on the
road could not move it all, as fast as
was do-ired. The new engines will
relieve the Superintendent by enabling
him to meet the growing wants of the
people.
It must be gratifying to those who
are furnishing the funds to build the
road, that the receipts from local business
on the road, are twenty-five per
cent in excess of the expeses, not count
iug the expense of transporting from
*1 50 to 400 tons of cousirueii >d freight

total distance now opened to travel n
