Acts and Joint Resolutions passed by the
General Assembly of Sonth Carolina,
Regular Session, 1871 and 1872.
An art to Charter the Town, of Belton in the
C<mnty of Anderson and State of South
Carolina.
Section 1. Be it enacted by the Sanate
and House of Representatives of the
State of South Carolina, now met and sitting
in General Assembly, and by the authority
of the same:
That from and after the passage of this
act all citizens of his State, having resided
sixty da>s in the town of Belton, shall be
deemed, and are hereby declared to be, a
body politic and corporate, and the said
town shall be called and known by the
* name of Belton, and its corporate limits
shall extend one half mile in each direction
from the depotln said town.

who shall be citiz ms of the United
States, and shall be residents of the said
town for sixty days immediately pr? ced
iug their election, who shall be elected on
the secood Monday in April. 1872. and
every year thereafter on the second Mon
day in January; ten- da} s'public nofcic
thereof being previously giveu, and th it
all male inabitants, of the age of tweuty
one (21) years, citizens of the State, and
who have resided in the Slid town frn
sixty days immediately preceding the election,
shall be entitled to vote for said In

Sec. 3. That the election for Intendan'
and wardens of the said town shall bi held
in some convenient houie, or some otheconvenient
public place iu the said town
from nine o'clock in the morning, until
five o'clock in the afteruoou; aud when
the polls shall be closed, the manageis j
shall forthwith count the votes, and pro
claim the election, aud give notice in writ

by-laws and ordinances, respt ciing the
streets, roads, market house and the busi-1
ness thereof, and the police system of the '

sary and proper for the security, welfare
and convenience, and for preserving
health, order and good government within yp
the same; and the said Town Council
may impose fines for offenses against their
by-laws and ordinances, and appropriate
the same to the public use of said town;
and the said council shall have power to pj
compel the attendance of witnesses and
require them to give evidence upon the
trial before them of any person for the
viol ition of anj of these by laws or ordinances,
but no fine above the sum of twenty
dollars shall be collected by the Town ^
Council, except by suit in court of competent
juiisection; and provided, also, that ^
no fine shall exceed fifty dollars; and, els ,

or ordinances inconsistent with or repugnant
to the laws of this State; and all ih t
by-laws, rules and ordinances the said council
may make shall, at all times, be
subject to revisal or repeal by the General
Assembly of this State.
Sec. 0. That the stid Intendant and
wardens shall have full power to abate ^
and remove nuisances in the said town
keep all roads, wa)8 and streets within the
corporate limits in good repair; and for
that purp >se they are invested with all the
powers heretofore granted to Commissioners
of Roads, and shall have full power to
classify and arrange the inhabitaats of p

public duty therein, aud to force the per- c
foruiance of such duty, under such penal
.ies as are now, or shall hereafter be, prescribed
by law; provided that the said
Town Council may compound with per

THE CAUSE AND CURE OF C0NSUMFTI02C.
?The primary cause of Consumption is derangement
of the digestive organs. . This derangement
. produces deilcient nutrition and assimilation. By
assimilation I mean that process by which the nutriment
of the food is converted into blood, and
thence into me bouos oi me uouy. rciwiu mui
digestion thus impaired, having the slightest predisposition
to pulmonary disease, or if they take
cold, will he very liable to have Consumption of0
the Lungs Insomeof its forms; and I hold that It
will be impossible to cure any case ot Consumption
without first restoring a good digestion and healthy
assimilation. The very first thing to be done is to
cleanse the stomach and bowels from all diseased !
mucus and slime, which is clogging these organs so
that they cannot perform their functions, and then
rouse up and restore the liver to a healthy action.
For tills purpose the surest and best remedy la
Schenck's Mandrake Pills. These Pills clean the
stomach and bowels of all the dead and morbid
slime that is causing disease arid decay in the whole
system. They will clear out the liver of all diseased
bile that has accumulated there, and rouse It up U
a new and healthy action, by which natural and
healthy bile Is secreted.
The stomach, bowels, and liver are thus cleansed
by the use of Schenck's Mandrake Pills; but there
remains in the stom:wh an excess of acid, the
organ Is torpid and the appetite poor. In the boweia

and support. It is In a condition like this that
Schenck's Seaweed Tonic proves to be the most

a good, hearty appetite, and prepare the syatem
for the first process of a good digestion, and
ultimately malre good, healthy, living blood.
After this preparatory treatment, what remains ,
to cure most cases of Consumption Is the free ^
and persevering use of Schenck's Pulmonic Syrup.
The Pulmonic Syrup nourishes the system, purifies
the blood, and is readily absorbed Into the
circulation, and thence distributed to the diseased
lungs. There it ripens all morbid matters, whether
In the form of abscesses or tubercles, and then
assists Nature to expel all the diseased matter, in
the form of free expectoration, when once it ripens.
It is then, by the great healing and purifying
properties of Schenck's Pulmonic Syrup, that all
ulcers and cavities are healed up sound, and my
patient Is cured.
The essential thing to be done In curing Consumption
is to get up a good appetite and a good
digestion, so that the body will grow in flesh and
get strong. If a person has diseased lungs,?a
cavity or absceas there,?the cavity cannot heal, the
matter cannot ripen, so long as the system is below
pur. What is necessary to cure 13 a new order of t
tilings.?a good appetite, a good nutrition, the body
to grow In iteuli and gat fat; then Nature la belncd,
tli? cavities will heal, the mutter will ripen una be
thrown off In large qimntitiea, and the person
regain health and strength. This is the true and
only plan to cure Consumption, and if a person is
very bad, if the lungs are not entirely destroyed,
or even if one lung Is entirely gone, if there is
enough vitality letlTu the other to heal up, there is
hope.
I have seen mnnv persons cured with only one
sound lung, live and enjoy 1 ife to a good old age.
This is what Scheuck's Medicines will do to cure

the system of all the disease that is in the luugs,

I was myself cured by this treatment of the worst
kind of Consumption, at.d nave lived to set fat r.nd
hearty these many years, with one lung mostly
