AN" INCREASE IN PUBLIC , I DEBT FOR APRIL11 Washington, May 4.?An increase 1 ! of $45,584,863 in the public debt dur ing April was announced today by the treasury.- On April 30 the total debt stood at $23,190,201,356 as compared with $23,144,616,493 on March 31. The increase during the month was explained by treasury officials main ! ly due to the sale of about $150,000,-1 000 in treasury certificates as com pared with maturities during the month aggregating about 50,000,000 and other debt retirements to about $50,000,000. Ordinary receipts of the govern ment during April aggregated $197, 919,000 compared with $296,170,000 during April last year while ordinary expenditures totalled $242,560,000 against $494,000,000 in April last year. Public debt receipts for the month aggregated $176,857,000 against $208,340,000 a year ago while pub lic debt expenditures aggregated I $131,273,000 against $192,880,000 .in April a year ago. Co-operative Livestock Association finds it neces sary to change it's plan of organiza tion so that the great mass of live- j stock men of the State can become j members and be benefitted instead of! a comparatively small number; asj would have been the case under its I or'ginalplan. In changing to a non-stock associ ation it feels sure of accomplishing the good that the association is being organized for. With a capital stock organization only those who have money to tie up in stock at $100, a share could become members. In that case the small livestock man who needs the help of the association most would have been left out. its present plan makes it possible for anyone in terested in livestock to become a member and receive the numerous benefits to be had from co-operative marketing of livestock. Under its revised plan there Is a $10 membership fee. This entitles its members to all of its rights and priv ileges, There will be a small commis sion of 3 per cent deducted from each sale. Funds accumulated in this way will be used for the maintenance and l operation of the association.
