SCHOOLS AND SALARIES. While the war lasted the order of * V. . . " , V the day was for higher and higher salaries and for more and more wages. This fact accounted in large measure for the high cost of living of which we all complained before the "hard times" came along. While other people were receiving con stantly more and more remuneration, the teachers in the school? found rnnra onH mnrp Wandiean ItUVUiOVi ,T * ' Pi ped by the meagre salaries they were receiving as compared with the wages and salaries paid other people. The result was that an insistent demand went up for more pay for teachers. The Press and Banner has always . \ ; i.?< been among those who believed that preachers and teachers should not follow their professions out of con sideration lor the salaries paid. WheneveV^ a man or woman in either calling begins to receive a salary which the people believe to be bur densome, immediately his or her use fulness begins to wane. However, the Press and Banner was among those who demanded for tHe teachers bet ter pay during the war and as long as other people demanded of the teach ers prices which made it mandatory that teachers he paid more. WUX1U UJL AUOli O WVgVVUV* J ?* UV" | f ^ I W1 mand becomes inevitable that the sal-! aries pai^i teachers should be reduced ; and reduced these salaries must be. jg( The salaries must be reduced, first j . of all, because the people will find! that the present levy of taxes \0ill no longer pay the former salaries.'.^ This, next year property will be assessed for taxation and nobody, we think,.will imagine that the val ?ues will be anything like they were four years ago. Land has certainly ^ depreciated in Yalue since 1918, so: much so that one of the largest land-' owners in the county recently said, ^ to us that he regarded his holdings just now as a liability rather than as an asset. The same thing is true of livestock, stocks of goods, stock in most corporations, and of everything else which is liable for' the payment of taxes. If the assessed valuation of property in this county is not reduc ed twenty-five per cent next year we shall be. very much surprised. This j se will mean that at present rates of | "j taxation the amount received into ot the public treasury for every pur pose, including schools, will be twenty-five per cent less than at present. Already, we believe, this school district is getting behind, per haps because taxes are not being paid; but certainly the income is not more than sufficient to pay the pres- d; ent expenses of conducting the C schools of the district. It is inevitable, i.'C therefore, that the tax levy must be! C raised or salaries must be lowered. la I It will be objected, of course, j t( that the teachers get'but very little j vi now and that they Will not more than P make expenses should salaries be de- j oi creased twenty-five per cent. Teachers should not .be less patriotic and public spirit ed than others?we think real teach ers will not be. In the second place, as we have already remarked, other j w people are accepting cuts in their s< salaries of more than twenty-five per tc cent. A great many people would be ai glad to accept any kind of a cut in C I k lary in order that they might hold < i to the jobs which they have and ' us have the wherewithal 'to keep ul and body together. Some who ark faithfully and receive salaries tve offered to have their salaries re iced; in other eases faithful em oyees have indicated a willing iss to accept what the business is >le to pay. That is the proper spirit every kind ,o*f undertaking we >lieve, especially for those who re live their pay from the public by ay of taxation. When the property nas Deen as :ssed for taxation the present spring, ie trustees of the school district ;re, and in every other district as ell, should take stock of what they e able to pay another year, and leking to keep the district out of ;bt,?and not to go beyond their eans in paying teachers, should ad se the present teaching force of ospective salaries to the end that ie teachers may either accept work ; what the-public can pay or have 1 opportunity to look elsewhere. * * * * In the matter of school teachers' tlaries there is another matter to Kich we have alluded in the past and which we believe we should again lude, and that is the matter of ap opriations made by the General As mbly for the public schools. The hole thing we believe is wrong in inciple, but if not then too much ithoritv is criven the State Board ' Education with regard to tlie dis irsement of the several funds ap opriated. The State Board of Edu ition now ' requires that a High :hool, for instance, must pay a cer in salary to each teacher $>efore is High School may receive ly part or a t given part ' the fund < appropriated for gh schools. Neither is it true that every acher in a high school should re five the same amount, nor that the nount of salary paid for certain ork ghouid be the same in every lo ility. The truth is that we had as >od schools in Abbeville when we lid forty dollars per month as eala es as we have now. The Abbeville hools have never had better teacti s than it had twenty years ago, and will not soon have better schools, ntirely too much authority is now ven in these matters to a Board j hich from the nature of the case. >nnot consider every phase of the a1 >mands and abilities of each school. Pat Roche was .re embered by many of his friends, any sending appropriate senti ents. Among these Col.
