BRITISH PRIME MINISTER TEL1

English history, the Irish treaty w

Dail Eireann at Dublin indulged
heated debate, turning on Eamon 1

A feature of the debates in Wes
minster was a bitter attack on tl
government by Lord Carson in tl
house of lords and Captain Charl
Craig, Irish Unionist, in the house 1
commons. Lord Carson espccial
showed not the slightest diminuti<
in his old time denunciation of ar
accommodation with Nationalist Ir
land. He dared the government to <
anything to stir Ulster against tl
empire, and exclaimed: "Because L

Premier Lloyd George's speech i

which had been expected, than a can

its implications, with a view to pu

the settlement. He forestalled a

the king and the British dominior

Ulster's official I'eply has also bee

ALL MAJOR ISSUES OF NAVAL
RATIO DECIDED BUT NEW
DIFFICULTIES HAVE BEEN
ENCOUNTERED DISCUSSIONS
OF FAR EAST QUESTION.
Washington, Dec. 14.?The arms
conference delegates have reacnea
an agreement on all the major is
sues of the naval ratio tout are en
countering new difficulties in their
discussions on the Far East.
The American 5-5-3 ratio forms!
the basis of the naval settlements,
but there are to be readjustments in
the original American plan to per
mit Japan to retain her new bat
*il tleship Mutsu. Tre United States !
to and Great Britain will be given a j
:t- compensative quota of additional
>t-1 ships not yet determined in detail.
In the Far Eastern negotiations
the latest element of controversy is 11
a request by China for abrogation j
of the treaties resulting from I]
Japan's famous "twenty-one de-j1
mands." When the request was pre-,'
sented to the Far Eastern commit- jl
tee of the whole today the Japanese j'
promptly objected and the commit-,1
tee adjourned. Coming at a time '
when the Shantung negotiations are ]
at a critical stage, the Chinese abro
gation proposal has somewhat be

delegates remain ionfident of an ^
Ultimate solution. j '<
Another meeting of the ""bigl
three" late today advanced the''
naval qhestion nearer to the point;
of a final and detailed settlement^
tbut left some minor points to foe de- (*
determined. In all quarters an-j
nouncement of a complete record |
was regarded only 'as a suestion of j <
hours.
As an offset -to Japanese reten
tion of the Mutsu, the United, I
States is to etain the superdread-i
naughts Washington and Colorado, j ^
and an equivalent increase in Brit- j

crease constitute the only point,.'
still to be decided. i

means abandonment of the Ameri- J1

naval base. Temporarily the naval a
question is receiving majority at-;a

there were indications today that '
the increasing seriousness of the '

was coupled with a suggestion that
the powers also take some definite;
and formal step toward abolition of 1
existing "spheres of influence" in (
the Far East. There was no discus-,
sion in the committee but it was ]
evident tonight that the Japanese
would not stand alone in opposing ]
the abrogation proposal.
In the Shantung conversations, ji
the present point of controversy is j.
the compensation that China is to' i
give for Japanese improvements on' I
the Kioachow railroad. The Japa-, \
nese have asked for instructions; J
