Washington, Nov. 28.?The full significance of the American "four points" proposed by Elihu Root and adopted by the arms conference to guide its discussions relating to China, is coming to be better understood as the Far Eastern negotiations pass through the "accepted-inprinciple" stage and approach decisions on specific subjects. At first regarded as largely a reiteration of general principles which had long been sanctioned on paper " by all the powers, the "four points" now have, in fact, become the foundation on which China's friends in the conference hope to erect a system of reforms that will in many respcts reverse completely the prac>y . tices of the past and present. In this far reaching development Ik* - the American delegation has taken the leadership by making known in |? a" decisive manner that it regards the Root resolution as something vastly more than a few finely turned diplomatic phrases. The order of suspension is un- ? til April 30, 1922 and a hearing on the new tariffs will be held at Mem_ phis, Tenn., December 15. The first fours were strongest,* rising $1 per $100, to $97, while the tax exempt 3 l-2s rose 74 cents to 96.80. Other new maximums included the second fours at a gain of 42 cents to 96.30, the first 4 l-4s, 40 cents to 97.40, the second 4 l-4s, 80 cents to 96.94. the third 4 l-4s. 46 cents to 97.80, and the fourth 4 l-4s 78 cents to 97.28. Victory notes also were active and strong, the 4 3-4s, selling at par thereby duplicating their recent high quotation. ? WILL RESUME TARIFF HEARINGS DEC. 7TH Washington, Nov. 29.?Chairman Penrose, of the senate finance committee, announced today that bearings on the permanent tariff bill would be resumed December 7. The tobacco schedule will be taken up first and the cottoi schedule next j ^ Stuff Around Town^ Hie Tax List. According to the county treasure's notice the total tax for county ind state purposes is 31 mills of vhich 12 mills goes to the State and L9 mills to the County. To the 31 nills must be added all special school axes. In this district that .means 31 >lus 13, or 44 mills. Donalds school listrict has the highest rate in the bounty with 48 mills. Campbell's iistrict's rate is 46, Keowee 45, jowndesville 44 1-2, Antreville and Due West 43. Eight districts in the Uounty have no special levy. They ire: Ridge, Fork, Sextus, Latimer, Monterey, FLatwoods, Union, and rromisea juana. Cheater and Honea Path.
