AUGUST 18. 1920J "" ' " " l f: I TELL US WHERE YOU STAND. ! .f I Now that thev county campaign is J'l on, it is advisable that the people find out where the candidates stand * on the question of roads, especially, where the^andidatee for the legislature stand. I V A bond issue of four hundred and fifty thousand dollars has been voted in this county for the improvement of roads of the county. We believe the Act provides that the average cost cf these roads must not exceed five thousand dollars per mile, which1 . would guarantee the building of ninety miles of roads. * 4 But it has been found oui that the roads cannot be built for this amount. It will take, with present" . high priced labor and materials, perhaps eight or ten thousand dollars per miler' Therefore, instead of building ninety miles of roads, we are going to build about sixty miles of roads. When the peopie were_ voting for the bonds they were led to believe, and the Act so provides, that certain roads were tb^ be improved, and that work was to begin on &11 these roads at practically uie same time. But to do so would De a farce, because only about one fourtn of the designated roads can be improved, and either we must select one road in four, or we must improve each ,4 road only one-fourth of the way. What have the candidates to say about this? We have saiti for the same money twice as much mileage could be constructed two years from now as can be constructed now. That is something to think about. A dollar now will get only about two hours work, but when times have returned to "normalcy"' it is going to tike four, and maybe six, hours work to . pay that same dollar back. Nobody need fcol himself about that. And the time when this will be ine case is f ~ ( not long off. They now are of the opinion, so we are informed, that the bond money should be spent in gracing and improving these country rc^cs before any work is done on the main lines (if we may call them such.) That is another question upon which we would like to hear frcm the candidates. If we may ijnprovc with the bond money only sixty or seventy miles of roads just which" roads is it planned will be improved? And while asking the candidates that question may we nut ask the people of Abbeville County whether they would have voted for the bon 1 issue had they been advised that oniy sixty or seventh miles of roads would be improved? This paper advocated long ago that the pedpie nnu out what they were doing before putting their heads into the halter. We told the people that the first' tning which should be done was to secure an engineer to survey the roacs anc make an estimate cn the cost, and then they would be able to vc^e intelligently on the question 'or a bond issue. This was manifestly the business way to go ' about the matter, but some people were in favor of bonds because Greenwood and Anderson wer^, voting bonds, a good reason for some people to commu suicide, because occasionally some other people are foolish enough to take their own lfves. * '* # But by far the worst suggestion we have yet., heard about the bond issue *is a proposal going the rounds that the next legislature will pass an Act allowing' the Road Commissioners to sell these bonds for much less than par. In other words it now proposed tha^ a dollar's worth of bonds, which will not secure more than thirty-five cents ^orth of work, is to be sold for ninety cents, and that for this ninety ct?nis Abbeville County will pay interest on a dollar all these years and then pay back a dollar. We do not believe mat Abbeville County should sell its dollars for-less than a. dollar each. Abbeville Coumty is not bankrupt, neither is its credit impaired, ^e are able to pay a hundred cents on the dollar, and any proposal to sell our dollars for ninety cents, or anything less than one hundred cents, does not apnnol "C Wo VlQVO Ornt T.O T?flV j/coi vw ?o. - ? ^ e>~- r?j a dollar for every dollars worth of bpnds issued and the dollars with which we shall pay back those, now borrowed through the bond issue will be harder to get than the dollars we propose to borrow. Another thing to be considered is that everytime we' "shave"' our bonds, we build that ^nuch less road mileage. If we sell the bonds for instance at ninety-two (92) we are selling them at a discount of eight per cent. We will, therefore, get ^ight per cent, less roads, and instead of ouiiaing sixty ur seventy reads we will t?e building eight per cent, less than this mileage, but we will be still paying, when pay day comes, a hundred per cent. Instead of ninety-two. ' *'V haps, a small percentage or the people of Abbeville County, while the great majority, for the next twenty years, are going to pay taxe^to retire the bonds and pay interest without themselves receiving any benefit f;om the outlay. t * * * * % There was a time, (ana there will ! be other such times hereafter) when ' the bonds of the City of Abbeville ; bearing five per cent, were ?old abdVe par. The County of Abbeville is a i much larger political suo-division > than the City of Abbeville. The bonds now proposed to be sold provide for I j interest at five and one-half per 'J cent.
