GERMANY SIGNS ON ALLIES' TERMS Vexed Coal Question Finally Settled Spa, July 17.?The German representatives signed the coal protocol, drawn up by the allied representatives, at 8:45 o'clock tonight, thereby settling one of the most difficult questions which has come up in the present discussion.
