COUNCIL TO DECIDE
DISARMAMENT PLAN
Washington, May 4:?Necessity of
deciding whether disarmament proceedings
of the leag\jte of nations are
to be conducted by military men
directly or by civilians with the military
officials of each member nation
as technical advisers will face the
council of the league when it assembles
this month at Rome.
Appointment of the permanent arm
ment commission to advise the council,
which is to be taken up at Rome,
must be preceded, in the view of
league officials, by announcement of
policy on this point.
The council will also nave before
it at Rome the proposals of the
league to abolish war, which played a
part in the last British elections.
This program includes proposed
amendments of the covenant of the
league in order to secure immediate
establishment of an international
police force, under authority of the
league and by expansion of Article
8, or otherwise, after the creation of
the international force, to require
disarmanet of all -nations except
for the imrnose of maintaining in
ternal order.
