WAR.1 Economic experts estimate that | some years must elapse before the cost of living is reduced to the basis' which obtained before the war. Prof.' Prank Taussig of Harvard, former, chairman of the United States Tariff ' Commission, fixes that period at ten years. The various departments of the gov- j ernment are using every effort to | reduce both the high prices and the' period through which they must obtain. To make the work of the department effective they must have not only the cooperation but active j assistance of the citizens of the coun-^ try. President Wilson has pointed how that assistance can best be given, through thrift, saving and rigid economy coupled with pcrease of pro-v.silcn an J elimination of ex. trc.vj.i.^ncc a:*.vl waste. Y i Opening of retail stores conducted by the Army Quartermasters Corps < for the sale of army stores at low prices has just been announced from. Chicago, St. Paul, Columbus, San! Antonio and New York. At Chicago, fififty thousand shoppers assembled' before teh store at 9 o'clock on the j morning of the opening. At San Antonio on the first day, sales of $2,892, were recorded from the time the WV ! , store opened at 10 o'clock until it: closed^ that evening. In New York, "rolling stores") mounted on trucks for the sale of! eggs at reduced prices proved a de-( cided success and the State Market( Commissioner followed this success, by sending out trucks selling army meat and other foods. These are some of the things federal and state authorities are doing to reduce the cost of living, but: along these efforts will not suffice. I The National Association of Waste Material Dealers estimates that Americans throw away $700,-1 000,000 worth of food each year. If j only one ounce of food is wasted orj spoiled in each 1 of the 20,000,000 j homes of America, the total loss is 1,300,000 pounds a day. As much coal is wasted annually as all the! mines of the country could produce| in two weeks. k Thrift and saving are needed not1 vonly in materials but in labor and' money. Each added individual effort will tend toward the increase of ^ production and consequent fall in price of necessities but physical idle-j ness is no less an obstacle to the re-; duction of living costs than financial j idleness. There are millions of dol-| lars idle in the United States through', lack of proper investment which should be working for the common good. These sums if put to work would constitute the new capital so urgently needed to tide over the period of reconstruction. Tremendous needs for such capital exists in one item alone ,the problem! of adequate housing. In an address' to the New York and New England \ 12rick Manufacture Co., Allan Beds! announced that the Ijnited States needs 1,300,000 homes, 450,000 factories, 5,000 schools, 55,000 apart-' ment houses 20,000 theatres and' churches, "120 freight terminals and 14,000 railroad stations and freight sheds. I Capital is needed for these projects' and the projects if financed would go f:ir toward solving not only the hous ing but the employment and wage; problems of the country. This capi-i tal can be produced only by the people of the United States. It can be most readliy and quickly produced 0 through thrift, saving and safe in-ls vestment in government securities, L War Savings Stamps, Treasury Sav- s ings Cei-tificates, Certificates of In-L debtedness, and Liberty Bonds. !j Therein lies your part. t c APPLIED REMEDY. 1 The many cases of violation of the, * State prohibition laws is a matter of,e concern in this county. Th?re is no j little moonshining and a good deal of *4 ! c bootlegging. Most of the offenders * are caught by United States officers ^ and are handled first by the federal' I court. But it is the general custom : to swear out State warrants against ; such offenders as well. As often as j not when those convicted have paid' their fines and served sentences im-! *" c posed by the federal authorities the ^ cases against them in the circuit! court are dropped. The course pursued by Judge | Purifoy, of the circuit court, will go a long way towards obviating the! evil of moonshining and bootlegging, i Commenting on his remedy and the t manner of application the Keowee 1 Courier has the following to say: ' s "In glancing over the Court pro-j( cedings published last Thursday in J the Pickens Sentinel, we notice that s 51 cases were disposed of, and thatjt * * 11 C1- * ^ -Pak triAlofiATl ' 1 UI tllCSC UXi ta VYCXC XVI tawawww* \ of the liquor laws of South Caro-,j< lina. . Peurifoy presided/ over the Pickens court, and he is to {* be congratulated upon the stand that ^? he took for'law and order in deal-jc ing with the liquor cases tried. r There was not a single alternative t of fine given in handing out the 1 sentences to some forty-five law vio- 1 lators who were convicted. Judge, Peurifoy simply gave each convicted ( defendant a straight chaingang sen-, j tence of two years the only variation (1 being in the length of the suspended portion.
