920, the City Treasurer shall pro-j
eed to add a penalty of one per j
ent. on the tax books and the City j
'reasurer shall collect the same, and
f the said taxes, assessments and
lenalties are not paid on or before
he first day of February next,
hereafter an additional penalty of
ne per centum shall be added by
he City Treasurer, and if said taxes
.ssessments and penalties are not
aid on or before the first day of
larch next, thereafter, an addition,1
penalty of five per centum therein,
shall be added by the City Treasirer,
and be collected by him; and if
he said taxes, assessments and penilties
are not paid on or before the
ifteenth day of March next thereafer,
the said City Treasurer shall isue
his Tax execution for said taxes,

he property of the defaulting tax
ayers according to law.
A Commutation Road Tax will be I
ollected the same time as other
axes from all male citizens between
he ages or 18 and 55 years, except

Treat Oat Seed Against Smut.
Clemson College, Sept. 30.?The
season for planting fall* oats is at
hand and farmers are reminded to
treat all oat seed for smut before j
planting. At very little cost and
tiouble several bushels per acre in
the total yield can thus be 9aved.
The following methods are recommended
:
Dry Method: Mix one pint of
formaldehyde with one pint of wa- ]
ter and use in small hand sprayer.!
Atomizer sprayers can be purchased ;
for 50 to 75 cents. Spray the sclu-;
tion on grajn as this is being sh^v-j
eled over, holding sprayer close to j
grain and taking care that the mist j
is well distributed. One quart of |
solution will treat 50 bushels. When j
all grain is treated, shovel into a j
pile, and carefully cover for five!
hours as directed under the wetj
method. The grain may be sown j
immediately after the treatment, or
allowed to air thoroughly and stored
in disinfected sacks 6r bins until
needed.
Wet Method: Sprinkle seed until
thoroughly moist with solution of i
one pint of formaldehyde to 40 gal-1
Ions of water, shoveling over repeat- j
edly to distribute moisture evenly.!
Forty gallons will treat 60 bushels, j
Shovel into a pile and cover with;
sacks, canvas, or blankets for two 1
hours or over night. Dry by spread- j
ing in thin layer and stirring occa-'
sionally with rake. Seed may be I
sown when dry enough to run freely, (
through the drill, setting the drill
to sow about 2 pecks more per acre I
to allow for swollen condition of
grain. If to be stored for seven days
or longer, dry thoroughly. Disinfect1
sacks, and drill, to prevent re-infec- j
tion of the seed.
