Prisoners, two ne-, 1 | gro males and one negro female. ( ,. 11 Upon this visit we were astonished to ^nd that the fire escape forj which the Legislature provided an ap-J propriation in February, 1918 had' never been installed. The supervi-j1 sor reports that he cannot get the,' escaue made, but any blacksmith can; make it. All that is needed is a ' sheet of iron ot* steel a quarter of^ an in-ch ihick, fitted with hinges and ' ?. clasp, which any good blacksmith ' can make. A hole should be cut { through the floor at the end of the j' hall farthest from the steps, and this '' finnr swnnf under the hole, so as to! ! open in the jailors hall below. If an j1 iron ladder up the wall cannot be'^ gotten a wooden ladder would answer!1 because in case of fire at that end ' of the building the steps could be] used to release the prisoners. If; there should be a serious fifire in this! institution, and this fire should reach' the steps, the prisoners would surely j burn to death, and in such a case! the persons charged with providing!, the fifire escape would be responsi- J ble for the loss of life. The super-]visor and commissioners should make arrangements immediately to have' < some blacksmith make the escape JI and not a day should be allowed to pass without watching the progress ! of the work. None of these gentle- 1 men would allow their homes to go for a week withotit fire insurance, but they have allowed these unfortunate prisoners to be in danger for more than a year after the money for making .the changes became available by appropriation.{ we eamesuyi recommend that this matter be given careful and constant attention until | the defect is corrected. j, ofEizmzian^^ 1 n ? The floors leak and, ;herefore, scouring cannot be done, mopping is done often, and we t'ou ,rl the p:unt in good, condition. As we have said In previous reports ;he sanitary arrangements in this jiulding are very unsatisfactory. There is one flush toilet in the plant, ocated in the hall which is kept lockid. Eash prisoner has a bucket r lis cell, which is emptied daiiy. In mother bucket in the cell he keeps Jrinking water. The cells are poorly /entilated and dark, though the halls ire lighted and well aired. There is snly one electric light in the prison ?ompartment hung in the hall at the iop of the stairs.
