Notice of Election. STATE OF SOUTH CAROLINA. County of Abbevillo. Notice is hereby given that theGeneral Election for State and County Officers will be held at the voting precincts prescribed by law in said county, on Tuesday, November 5, 1918, said day being Tuesday following the first Monday in November, as prescribed by the State Constitufilm The qualification for suffrage: Managers of election shall require of every elector offering to vote at any election, before allowing him to vote, the production of his registration certificate and proof of the payment of all taxes, including poll tax, assessed against him and collectible during the previous year. The production of a certificate or of the receipt of the officer authorized to collect such taxes, shall be conclusive proof of the payment thereof. Section 237, Code of 1912, as amended by Act No. 6, special session of 1914. Section 237. There shall be three separate and distinct ballots, as follows: One ballot for United States Senator, Representatives in Congress and Presidential electors; and one ballot for Governor, Lieutenant Governor, State Officers, Circuit Solicitors, members of the House of Rep-J sentative, State Senator, county of-j ficers, and. one ballot for all Consti-J tutional amendments and special j questions, each of three said boxes, to be appropriately labelled; which j ballots shall be of plain white paper j and of such width and length as to j contain the names of the officer or j officers and question or questions to be voted for or upon, clear and even | cut, without ornament, designation, I mutilation, symbol or mark of anyi kind whatsoever, except the name I or names of the person or persons! voted for and the office to which such j person or persons are intended to bei chosen, and all special questions j which name or names, office or offi-j /.on nnncfi/iTi nr niipst.inns shall be: H"sowv" v* -a?? - , written or printed or partly written ! or partly printed thereon in black j ink; and such ballot shall be so fold-1 ed as to conceal the name or names, question or questions thereon, and^ pi ' BAs a t mas She der to E m and t re |P| Handed ;M| Accomf im Avoidec ||g Progran so folded, shall be deposited in a box to be constructed, kept and disposed of as herein provided by law, and no ballot of any other description found in either of said boxes shall be counted. On all special questions the ballot shall state the question, or questions, and shall thereafter have the. words "Yes" and. "No" inserted so that the voter may indicate his vote by striking out one or the other of such words on said ballot, the word not so stricken out to be counted. Before the hour fixed for opening the polls, Managers and Clerks must take and subscribe the Constitutional oath. The Chairman of the Board of Managers can administer the oath to the other members and to the Clerk; a Notary Public must administer the oath to the Chairman. I UliS at catu v wing wv opened at 7 o'clock a. m. and closed at 4 o'clock p. m. except in the City of Charleston, where they shall be opened at 7 a. m and closed at 6 p. m. The Managers have the power to fill a vacancy, and if none of the Managers attend, the citizens can appoint from among the qualified voters, the Managers, who, after being sworn, can conduct the election. At the close of the election, the Managers and Clerk must proceed publicly to open the ballot boxes and count the ballots therein, and continue without adjournment until the same is completed, and make a state-' ment of the result for each office' I and sign the same. Within three! days thereafter, the Chairman of the! Board, or some one designated by j the Board, must deliver to the Com-! missioners of Election the poll list,1 the boxes containing tne oanots ana written statements of the results of the election. Provided, That ministers in charge of an organized church and teachers of public schools shall be entitled to vote after six months' residence in the State, otherwise qualified.
