I . t Washington, April 6.?President * Wilson this afternoon issued a pro- , clamation to the people declaring a state of war exists between the United States and the imperial Ger- ! man government. * At the same time he especially directed all officers of the United States government, civil or military, s to exercise vigilance in the discharge 0 of their duties incident to such a a state of war. ?
