OFFICIAL REPORT ON ABBEVILLE COUNTY JAIL, S&TEMB&R 14, 1916 fa? Our score card report onr the Abbeville county jail, based on our inspections and attached hereto, shows a total of 605 points out of a possible 1,000, grouped under three main heads: 1. Jail Plant, Permanent Feature*. Under this first head 232 out of a possible 400 points are allowed. The jail is a firetrap of the very worst type. The facilities for classifying prisoners in it are unsatisfactory. The ventilation of the cells is deficient. The sanitary facilities afforded the prisoners are extremely meager. To enable the sheriff to improve his score we suggest that tted he: rom (1) Arrange for having religious . be services held every week in the jail the for the prisoners; get the people of Phig the community to visit the jail and gej. take an interest in its management. Account quarterly to the county ?= board of commissioners for supplies received, used and on hand, making, I|H at the same time a written requisi- I tion for supplies needed during the j ensuing quarter. (2) Enlarge the records of the Vjjjfl prisoners kept in the jail book in the : jw sheriff's office and include the race, j j sex, and age of each prisoner and the! (reason why each is discharged from1 jail. (3) Keep the prisoners' quarter cleaner. Have the floors in the prisoner's quarters and the steel cell work mopped off once a week. JJ (4) Confine prisoners of the folI lowing classes on the third floors of y the jail?females of both races, juv-j Z eniles of both races, all sick and all ) insane. (5) When it is suspected that a prisoner's person is infected "with' vermin, require him to annoint himself with verminicide. Make arrangements for having the underclothing of all prisoners washed and changed weekly. (6) Serve three meals a day to prisoners instead of two. Give the prisoners more wheat bread to eat and fresh meat twice a week instead of only once. III. County Commissioner* and the Jail. The county commissioners are re- j sponsible for conditions scored under this heading of the score card report. To enable them to increase their score we suggest that they: J (1) Enclose the jail yard securely n with a brick wall. Have the windows J and exterior doors of the prisoners' | quarters screened. I (2) Provide clothing for prisoners to wear while in jail and a cuspidor for each cell. Provide straw ticks instead of mattresses for the prisoners' beds. (3) Require professional services as follows from the county physician, paying him for performing same: I Make a physical examination of every 1 prisoner within 24 hours after commitment Vaccinate every prisoner against smallpox. Visit all prisoners weekly, inspecting their food and quarters. (4) Transfer all tubercular prisoners from the county jail to the State penitentiary tuberculosis hos7pitaL (5) Check the sheriff's monthly jail reports and require him to ac< count quarterly for all supplies received and on hand, and to request in writing those needed for the next quarter. ~ _1 j It will pay you to sow grain to get the stubble.
