June 16,1915 h THE ROAD TAX. 1 We undertook to show in a previ- ] ous issue that the road law was still ( of force in Abeville county; that ' while there was no amount fixed to ( be paid as a tax in lieu of labor, the requirement that labor be performed still applicable to Abbeville 1 county. In j, the first place, the men who are sent to enforce the liquor laws in Charleston should raid first those places which are run by dead men (we are ^ informed by the Mayor that several dead men still run tigers there.) There would be no opportunity, we ^ take it, to shoot these dead men. But our chief protest is that these men go armed so as to be able to defend themselves in case they are at- c tacked. What right has a rough, j> big-hatted man from the up-country F sent to Charleston to enforce the law, to go around armed so that if a t gentleman from Charleston engaged in selling blind tiger liquor attacks him, he may defend himself, or be f otherwise able to enforce the duties imposed by his office? ^ Governor Manning will make a ? mistake unless he at once pi'omulSates a rule that these law officers c must carry only golf sticks as wea- t por.s, and that they must enter with j N bared heads the places of business of : those gentlemen of Charleston who : sell blind tiger liquor. That noble ? profession (in Charleston) must not r be subjected to further humiliation, j a ROAD WORKING. s A custom has grown up in Abbe- i ville county of making temporary t repairs on the roads through the c agency of third parties. For in- s stance, some person comes to the of- t fice of the Supervisor of the county ? and reports a minor defect in a s bridge; the bridge is twenty miles from the Court House, and it is im possible for the Supervisor to inspect the bridge or to examine as to the defect. The result is that the per- t son reporting the defect or some I other person, is employed to make r the necessary temporary repairs. 1 From the very nature of the case, the \ extent of the defect, if any, the t ten we had not had access to the Acts ! of the last legislature, the same being in the hands of the printer. By these Acts, which declare that Abbeville county is still subject to the road law, a tax of one dollar is required in lieu of labor. The supervisor of the county will therefoi* have this additional tax with which to prosecute his work on the roads, and work on all of them, on account of the recent rains, has becomc imperative. MANNING'S MISTAKES. We are told that Governor Manning has made many mistakes since he assumed the office of Governor. These we may notice later. Suffice it to say, that in our judgment the greatest mistake which he has made, and is making, is the treatment he is according the gentlemen of Charles- c ton who sell blind tiger whiskey. T ^of Tirnnl.- wo wore in flhnrl eston. .... ... t We were waiting for a street car. , A porter had brought out the bag- t gage of a guest of the hotel, who was waiting for the same car. The gen- , tleman asked the porter if it ^vas jj possible to get a drink in Charleston now. The porter stated that there were still some places where liquor could be had but that "Mr. Mannin c is runnin 'em out." I$e stated that rj Mr. "Mannin" had brought down "a ^ lot of rough looking men who wear f big black hats? c&shed down in the middle, some of them wear them cross-ways. He thinks that these j( 'Mannin' men will shoot you if you "fool" with them. Of course, the trouble is not as ? o great as the porter and the people of Charleston think. These big black hats, crushed in, are only the office- . seekers uniform in the up-country, t and they do not indicate that these men are savages. The wearers are j only getting ready for next summer. But we submit that the gentlemen in t imount of labor and material necessary to repair it, and the price vhich must be charged, all depend >n the good faith and fair dealing of :he reporter, or of the person who makes the repairs. Such a custom, wherever it exists, is utterly inconsistent with good business methods. We do not know to what extent it is practiced by the present Supervisor, nor to what exbent it was practiced by any of his predecessors; but the large number sf minor charges on the annual and quarterly reports, indicate that the :ustom is in force to a considerable extent, and has been for many years. That the charges, small in themselves run into the hundreds of dolars, furnishes some idea how the :ounty friay be imposed on by designing persons; that the custom admits of fraud being practiced on the county is too patent to need argument. Of course there will always be temporary repairs to be made upon the roads; but these repairs will be Tiuch less frequently required when the roads are worked properly, and ivhen the bridges are properly constructed and inspected. There are nany ways which might be employed :o get rid of the waste of public noney brought about by the system, >r custom, complained of. In the first place, all emergency epairs, or practically all of them, jrow out of defects in bridges. A lefect on the roadway, other than at >ridges, can be avoided, where the oad has any width, and may be retired when the road is worked, but t defect in a bridge must be made at nee, when it occurs, and there is no hance to wait without the county leing subjected to damage suits. We lelieve that the bridges of the couny should be under the supervision f a bridge force. In other words he regular road workers on the pubic roads should have nothing to do /ith the bridges, except to make temporary repairs, and the bridges hould be kept in proper repair and onstructed^ by a bridge foreman, "he railroads have this system of joking after their bridges. The egular track hands, under the secion foreman, look after the roadway, xcept the bridges, and the latter are aoked after by the bridge "gang," s it is called, we believe. If a bridge is properly constructed, r if it is properly repaired when re-1 iairs are necessary, there should be ittle demand for emergency work on ' t. We think the bridge forces on j he railroads cover their territory J bout once every six months. There s no reason why the bridges of the ounty should be inspected oftener i han this if the bridges are properly luilt, and if all proper repairs are rtade at every inspection; and there s no reason why these bridges should j lot be inspected every six months upn the PUBLIC HIGHWAYS of the ounty. if the people of each neigh orhood were left to work their pri- ( ate and neighborhood roads (a preequisite to any progress in roadmilding in Abbeville county.) Whatever temporary repairs are lecessary in emergencies should be tiade under contract with a townhip over-seer or the repairs should ie made under his direction by those ersons who owe labor to the county >n account of road duty. And in j his connection, we reiterate that the j oads of the county will never be >roperly worked on a commutation | ax of a dollar per year. The tax vas fixed at the last legislature at wo dollars per year for every county :xcept Abbeville, while in this coun-' y, with its great number of miles of j lay roads, needing constant atten-. ion, the tax was fixed at one dollar.' t takes money to have good roads, or | t takes labor, even when the same J s most judiciously handled. If we ire to have roads in the county, we nust get ready to pay for them. 3ut whatever the tax, the point we ire making is that the money raised hould be expended under the author-' ty of some man sworn to look after j he interests of the county, and with- j iut any private interest, however | mall, to be served.
