WHEREAS, Petitions have hereto
fore been filed with me and signed by
' more than one-third of the qualified
electors of those portions of Abbeville.
Greenwood and Edgefield uounue;?
proposed to be cut off to form the new
County (commonly known as McDuffie
County,) and embraced in the follow
ing lines, to wit:
Beginning at a point on the South
. Carolina-Georgia State line in the Sa
vannah River, opposite the mouth of
Coffer Creek, thence a straight line, N.
45 degrees E. 26,728 feet to the fork of
roads at Riley's; thence the public
road, in an easterly direction to Island
Ford Bridge over Little River; thence,
continuing 6978 feet to the Fork of the
road; thence, turning to the east, fol
lowing the right hand road to the
south fork of Little River, known as
Whites Creek; thence, a straight line
5. 85 degrees 30 minutes E, 23, 800
feet to a point in the road near Clat
worthy's Cross Roads; thence, a
straight line N. 78 degrees 15 minutes
E 15,700 to a point on the Greenwood
^ Abbeville county line near Jordan's
Mill; thence, the said Green wood-Ab
beville county line, in a southerly di
rection to its intersection with the C.
6. W. C. Railway, about one mile south
of Troy; thence, a straight line north
58 degrees East 5,000 Feet to a stake,
south of the incorprated limits of

thence the said Abbeville-Edgefield
public road in a south easterly direc
tion to a road opposite the Jab Stone

degrees E. 13,361 feet to a stake at
Callison's old mill on Cuffytown
creek; thence, the Callison-Kirksey
township line In a northeasterly and
easterly direction to the Martintown
road; thence, the said Martintown
road in a southeasterly direction to
the Greenwood-Edgefield County line;
thence, the said Greenwood-Edgefield
County line in a westerly direction
to a stake about one quarter of a mile
west of the old White place; thence, a
straight line south 13 degrees East
10,978 feet to a stake; thence, a
straight line S. 77 degrees W. 3750
feet to a stake; thence, a straight line
S. 13 degrees E. 8,522 feet to a pine;
thence a straight line S. 35 degrees
45 minutes E. 29,400 feet to Corcarom
Bridge on Turkey Creek; thence a
straight line S. 26 degrees 30 minutes
E to a point where a branch crosses a i

the proposed ner County, the number
of inhabitants, he taxable property,
as shown by thelast tax returns, and
that the proposd lines do not run
nearer than eigtt (8) miles to any
court house buiding established, are

AND WHEREiS the report of the
Commission appointed by me to as
certain the facts provided, for by law
as to whether the requirements of the
Constitution as to area, distance,
wealth, population, et cetera, have
been complied with, has been filed. 1
showing that the law has been fully i
complied with, and the number of 1
square miles in the proposed new 1
county is a little over four hundred
and two and five tenths (402.5) square
miles, leaving to the Counties of Ab- i
beville and Edgefield more than five i
hundred (500) square miles and to i
Greenwood 465 square miles of area; '
which is a compliance with the con- <
stitution as to area. 1
NOW THEREFORE, I, Cole L.
Blease, as Governor of the State of
South Carolina, by virtue of the power
conferred upon me by the Constitu
tion and laws of this State do heerby
order:
1. That an electiolrbe held in the
territory embraced within the propos
ed new County on tbi29th day of De
cember A. D. 1914, Jon the question
of creating the said new County and
that at such election the qualified
electors within the pr&osed area shall
vote upon said question, those favor
ing the proposed new County to vote
"Yes" and those opposed to vote "No."
2. That the Commissioners of State
and County elections of the Counties
of Abbeville, Edgefield and Greenwood
respectively make all: necesasry ar
rangements for holding said election
and^hall appoint managers and do all
other things necessary! for the holding
of the same. i
The qualification foif suffrage:
Managers of electioi^ shall require
of every elector offering to vote at any
"lection, before allowing him to vote,
the production of his registration cer
tificate and proof of the payment of all
taxes, including poll tax, assessed
against him and cqllect/ible during the

certificate or of the receipt of the of
ficer authorized to collect such taxes
shall be conclusive proof of the pay
ment thereof.
3. That the county Supervisor of
the said Counties respectively shall
have prepared printed tickets as per
the following form, and as provided
for in Section 236 of the Code of Laws,
1912, Volume one, and furnish the
same to the Commissioners of Elec
tion to be sent by them to the Mana
gers of Election for the use of the
voters, to wit:

County out of parts of Abbeville,
Edgefield and Greenwood, held
December 29th, 1914.
Shall the New County be formed?
What shall be its name?
Where shall the County Seat be
located?
4. That at said election the ques
tion of a name and a county seat for
said proposed new county shall also
be submitted to tho said qualified
electors.
5. That said election shall be held
under the same rules and regulations
us are provided for by law for regular
general elections ;that the managers
shall be appointed as prov ded in Sec
tion 641, Code of Laws, 1302, Volume
one, and be sworn before entering up
on the discharges of their duties, and
they shall open the polls at seven
o'clock in the morning and keep the
same open until four o'clock in the
afternoon, whereupon the polls shall
be closed, the votes counted, a written

and against the formation of the pro
posed new County, also the name
thereof and the location of the County
Seat therein, shall be made, signed
and certified to by the managers of
elections, and, together with the bal
lot box, ballots and poll list, shall be
turned over to the Commissioners of
election as required by law; that the
Commissioners of Election shall then
tabulate the votes and make return
thereof as required by law to the Gov
ernor of the State and to the Secretary
cf State, and also file a copy of the
same in the office of the Clerk of Court
of Common Pleas for each of said
Counties of Edgefield, Abbeville and
Greenwood.
