HEALTH ORDINANCE OF THE CITY OF ABBEVILLE WITH SPECIAL REFERENCE TO SURFACE CLOSETS OR PRIVIES. Be it ordained by the Mayor and Aldermen of the City of Abbeville in Council assembled and by authority of the same, that the rules and regu lations of the Board of Health which have adopted and which are embodied in this ordinance, be and they are hereby approved by the City Council of Abbeville, and said rules and regu lations are hereby made an Ordinance of the City of Abbeville, and they shall have the same effect and be en forced in the same way as the other ordinances of.the City. Said Rules and regulations are as fr>l 1 nu*p . Section 1. In case suitable privies : or surface closets have not been pro vided on premises, and in the opinion of the Board of Health, the erection j of the same is necessary for the pro- 1 tection of the healthfulness of thesaid : premises ,the Board of Health shall have the authority, and it hereby be- 1 comes their duty, either to cause the owner thereof to erect or provide the ' same, or erect or provide such privies as in their judgment may be necessary : at the expense of the owners of the < property. ] Section 2. Such privies erected or 1 provided shall be constructed so as to 1 allow the use of privy-buckets as ( hereafter described, and shall be pro- 1 vided with a close fitting drop door, 1 hung on hinges, under the seat of ( said privy, so as to be raised for the 1 removal of a said buckets, and shall 1 be provided with a button so as to 1 fasten the same when down, which * drop-door must be kept lowered ex cept when necessarily raised in re- 1 moving buckets. Privies shall be pro- ' vided with suitable seats and holes in ( the seats and with covers on said '< holes. The privy to be fly proof to top 1 level of the seat. 1 Section 3. Immediately behind said covers there shall be a block of 1 wood fastened to the wall of the ' privy, in such a way as to prevent the 1 covers from being raised to an ex- 5 act vertical position. Said blocks shall ' be fastened to the wall in such a way 1 that the covers cannot be raised to a point beyond where they will not \ drop shut by their own weight, the ; idea being that the covers and ( blocks will be son constructed, as that ' the covers will always drop down < cr shut when not in use. ! Section 4. The bottom of the sill of oil privies erectcd within the corpor ate limits of the City of Abbeville, shall be erected or constructed at least ten inchcs above the ground, and .there shall be a suitable rest under .. ' berg tment you Mercs neath the scat for buckets, the said rest to be at least ten inchcs above the ground. All such privies shall be at least ten feet from any ditch, and at least fifteen feet from any street. Section 5. All privies in the City of Abbeville shall be provided with suit able galvanized, iron buckets, to re ceive the privy deposets. Section 6. All privies within the corporate limits of the City of Abbe ville which do not conform to these rules shall upon the order of the Board of Health be changed by the owner thereof so as to conform to said rules, and all privies wnicn snail be erected must be erectcd according to asid rules. Section 7. All privies within the cor porate limits shall have a square hole in each side, six inches square, at a point near and below where the top c? the seats come in contact with the sides of said privies; said holes to be constructed so as to allow the pass age of air from side to side, under the seats of the privies. This is for the purpose of ventilation and must be so arranged as to allow air to pass over the privy buckets and out of the hole in the opposite side of the privy. These holes must be covered with a fine mesh wire covering so as to pre vent flies and insects from getting ac ross to the privy deposits. Section 8. The owner of any premi ses within the corporate limits of the CJity of Abbeville, who shall erect privies thereon, shall provide and lieep supplied all privies used on said premises, whether for their own use )r others, galvanized iron buckets placed therein below the seats for the oception of privy deposits. The buck its shall be of galvanized iron and i.ot less than sixteen quart capacity, lot less than nine inches in height, lor less than 14 inches in diameter at ;op, nor less than 3 pound in weight. Section 9. That ashes, charcoal, ime or other disinfectants shall be ised in all privies and pls.ced on the leposits therein at once each day, iiid that no slops, rubbish or other efuse or filthy matter shall be placed n such boxes. Section 10. It shall be unlawful for xny person or persons to place any slop or slops, dish washings or foul ftater, or water from bath tubs in my sinks, pit or gutter leading to any itreet, drain or ditch within the City limits. Section 11. It shall be the duty of 'he Health Officer of this City to visit md personally inspect every month 3r oftener if necessary, all premises within the City limits, and the owner Dr occupant of any premises found in :<n unsanitary condition, shall, within twenty four hours after written no tice, remove such condition to the sat isfaction of such Health Officer. We bought enougl some time and are You will find won Children in our to come in and se< / mtile ( or to throw paper, rags, trash, gar bage, r any other refuse matter, in the streets, or in any public squar&jor ground, or to throw the same or to allow the same to remain on their premises or the premises which they reside on or control;- provided, that every such person shall be allowed, and it shall be their duty, to place any such' paper, rags, trash, garbage (ex cept decaying and offensive matter r any kind) in barrels, boxes, or other receptacles on the side of the streets or ways of the City adjacent to said premises and convenient for removal by the scavenger cart of the city, and shall notify the Health Officer within twelve hours after placing of the same there. ' 1 Section 13. That all privy deposits when removed from privy must be buried and covered with not less than six inches of dry earth. . Section 14. That any and all pre sons violating or refusing to comply with any of the provisions of the fore going rules shall upon conviction: be punished by a fine of not less than one dollar nor more than fifty dollars, or by imprisonment of not less than one day nor more than thirty days, for each offense. r ' I Section 15. All ordinances in. con flict with this oMinance are hereby repealed. Section 16. The rules laid dovrn in this ordinance from this day forth shall be the law of the City of Abbe ville. g Juno 9, 1914.
