CiItlHlUll OU]l poned Again The regular monthly meeting of the City Council wa^held in the^City Hall Tuesday night. The Mayor and all the Aldermen were present. Several im portant matters were acted upon, chief among the number being the adoption of an Ordinance preventing dogs from running loose in the city, and one preventing the sale of cigar ettes, cigarette papers or tobacco to minors under 18, and the postpone ment of the election of a Superintend ent of the Water and Light plant. Mesdames M. T. Coleman, Frank B. Gary and W. P. Greene appeared be fore the Council and requested that the Council donate a sum to help de fray the expenses of entertaining the Federation of Women's Clubs. Mrs. Coleman stated that she thought it was a good advertisement for the City to have such organizations meet here, that many cities voted certain sums j annually for the entertainment of such , meetings and that if the Council j agreed with her that they would ap- j preciate any amount they saw fit to give. Rev. Louis Bristow, President of the Abbeville Library Association next ap peared before the Council. A more de tailed account of his request is given in another column under the head of "A Carnegie Library." Police Report Chief of Police made his report, showing that the total number of ar rests for the month were 50 divided among the various offenses as fol lows: Disorderly conduct 18 Drunk and disorderly 2 Keeping disorderly house 1 Visiting disorderly house 1 Drunk 5 Vagrancy 8 Boarding trains 5 Carrying concealed weapons.. 1 Reckless driving 1 Contempt court 4 Fighting 2 Disorderly and reckless driving 1 Cheating and swindling 1 Total Fines collected $214.00. It will be noted that there was 8 convictions for vagrancy which shows that the Mayor is determined to stop loafing on the streets. The Bog Ordinance The Ordinance In reference to dogs which was adopted as follows: Section 1. Whenever in the judg ment of the Council of Abbeville the provisions of the proceeding section are being violated it shall have the power to take such steps and use such measures as will insure their enforce ment. Section 3. That any person, owning I J or controlling any dog who fails to ; comply therewith shall be deemed I guilty of a misdemeanor and on con j viction thereof be fined not more than ! $100 or be imprisoned not more than 30 days, in the discretion of the May or and any dog found in violation of this Ordinance may be killed by any Policeman of said City. The Cigarette Ordinance An Ordinance covering the sale of cigarettes to minors under 18 was passed as follows: Section 1. It shall not be lawful for any person, or persons, either by him-1 self or themselves, to sell, furnish,' give of provide any minor or minors, j under the age of 18 years with cigar ettes, tobacco for cigarettes or cigar . ette paper, or any substitute therefor. ' The penalty provided for violation of j this Ordinance is a fine of not more than $100 or imprisonment for not more than 30 days. Supt. of Water and Light Plant ' Superintendent Anderson made his report for the month of April which showed a profit of something over $400 for the month. A petition was nrpspntfifl Council, signed by practi cally every business man in the City urging Council to retain Mr. Anderson as Superintendent of the Pl^nt. Ac tion was deferred until the next reg ular meeting. The Council has under consideration the question of moving the headquarters of the Department to the City Hall but it appears that this will be impracticable. The Council, at this meeting, placed an order for 300 feet of hose for the Fire Department. Insurance Rates Mayor Gambrell, as chairman of the committee to confer with representa tives of the Southeastern Tariff Asso ciation submitted his report. He stat ed the agents of Association had been here and agreed on new rates for the City, which will be published as soon as possible. The new rates secured by the Committee will result in quite a saving to the property holders of Ab beville. The basis on dwellings will be reduced from 75 to 65 cents, the rates on stocks of merchandise will remain practically the same as now while the rates on the business build ings in the city have been very ma terially reduced. Abbeville will be, practically on a Second class town basis when the new rates go into ef fect. The paid Fire Department is I largely responsible for the reduction in ates. If they never put out a fire and are useful only in saving adjoin ing buildings the new department will be worth more than it cost. The new rates will not affect any existing pol icies. The citizens committee, R. E. Cox, chairman, co-operated in the work with the Council Committee. Miscellaneous The City Council authorized the Mayor to appoint two delgeates to attend the State Fireman's Tourna i ment at Rock Hill and to extend the organization an invitation to come hpre in 1913. Plans were submitted by the Sea board Air Line Railway Company for widening the roadways on Main and Vienna streets. The plans were ac cepted by the Council. The roadway, on Vienna tsreet, at the Seaboard pas senger station will be made 38 feet wide, and on Main street it will be j made 19 feet wide, besides a side-1 walk on each side. CHAMPTION ONION KAISER.! In at least one department of human en deavor the Hon. W. J. Bryan has a riva in Abbeville, who bills fair to outstrip his 1 distinguished competitor. Mr. J. L.Hill, the "champion" onion raiser, who lives just on the edge of town, has placed on ex hibition at E. R. Thomson's a selection of onions that for size and fragrance will compare favorably with any specimens of this delectable vegetaDie we nuvo cici seen. The distinguished Nebrasken had bettor look well to the laurels of his onion farm in Texas. AN OLD COIN. Mr. J. F. Bradley, county treasurer, has in his possession a rare coin. It is a 50-cent piece of the vintage of 1818, the date on which is quite legible, in fact the entire surface of the coin bears evidence of the fact that its owners, past and present, are not careless in their handling of coin. Mr. Bradley says the first bid of #1,000, more or less, takes this rare specimen. SCHOOL CLOSING. The Buffalo school, near Handover, will hold its commencement Friday evening, May 24. An interesting program has been prepared for the entertainment of the patrons and visitors. Prof. White is the I principal of this school. r* i 1111- I)..?
