electric conduits and wiring, and interior

office at Abbeville, S. C., in accordance with
drawings and specifications, copies of
which may be obtained from the custodian
of site at Abbeville, S. C., or at this office,
at the discretion of the Supervising Archi
tect.
. The building is two stories in height; of
approximately 3,850 square feet ground
area; bricked faced with stone trim; tin
roof, and nonfireproof construction with
the exception of the first floor.

Mail Rider Takes Muddy Bath.
Mail Rider, Mr. A. J. Penney, who serves
the people along: Route 1, had a serious ac
cident the other day. The bridge over
which he usually crosses the river had been
lifted out of its place by the recent high
water, yet it was, in a way, passable. Mr.
Mr. Penney, being afraid to ride in his
buggy over the bridge, as it was leaning,
got out of nis buggy and was leading his
horse over. Owing to slippery mud on the
bridge the I orse lost his footing and fell
on the bridge. In its' effort to get up,
horse, buggy, driver and all went over the
side into the muddy waters of Little River.
Happily, Mr. Penney got out of the wa
ter unhurt, and with the assistance of sev
eral men whom he hailed to his help, also
succeeded in getting his horse and buggy
out without serious mishap to either.
Lost or Strayed
From my home at Watts, S. C., March
14th, one light cream-colored Jersey cow
and yearling; yearling just like cow;
white spots under belly; left horn knocked
off when young, but has grown to about
same as other horn. Any information
leading to recovery of cow and yearling

Children's Day at Lebanon.
Children's Day will be held in Lebanon
church on next Sabbath at 3:30 o'clock in
stead of 11 o'clock, There will be two or
three addresses at that time.

in the Club rooms.

Open Letter to Abbeville Rural
Policemen.
Gentlemen: Allow me to congratulate
you on the efficient services you have ren
dered the county since your appointment.
It means a great deal for the county to feel
that It has such capable and competent
officers at the head of its police affairs.
While we know you will overlook noth
ing that has to do with the welfare of the
county still there is one matte* which, be
cause it does not come under your jurisdic
tion you will probably not desire'to handle,
that question concerns Abbeville County's
dogs. Can you, gentlemen, not have the
matter of looking up the untaxed dogs
delegated to you so that while you are en
gaged in policing the county you may also
take a census of the dogs and see that the

It is understood that Mr. W. R. Dunn of
Donalds, than whom there is no better
citizen, put a man on a horse to make such
a census in his townsip. There were 41
dogs returned. The census man discov
ered much over a hundred in the town
ship.
This, gentlemen, is wrong. If a dog is
not worth 50c to the owner it is worth
nothing. Just such dogs as these are an
nually destroying thousands of birds
man's best asset on the farm from a bug
ology standpoint.
These dogs should be taxed or they
should be put out of their misery. They
are a constant menace. Every year scores
of them go mad. They must live and an
owner who does not care enough of his
dog to pay a 50c tax on his head will in all
probability not care to expend $5 per year
feeding him, and so the dog must look out
for himself.
Did you know, gentlemen, that it is al

county on account of these poor ravenous
dogs that roam over the country? It i6 a
fact, any one who has tried to raise sheep
will tell you so.
Much land in the county is not worth
anything except for pasturage and yet on
account of the tame wolves the land own
ers dare not undertake to stock such a
farm with sheep.
You could in the discharge of your ordi
nary duties take tbis matter up and make
such a crusade against the tame wolf as
would at least do much to lessen the evil
even if you did not eradicate it alto
gether.
Have the authorities to delegate this
duty to you and place the people of the
county under lasting obligations to you.
