Dr. Babcock, superintendent of the J
State Hospital for the insane, leaves
early next week for Atlantic City to
attend the meeting of the asylum
physicians, and Dr. Williams, State
health officer, leaves about the same
time for the meeting in Washington of
the State boards of health. 0

The Bill Board Must Go.

Washington is the first city in our
country which has put the ban upon 8<
billboards. The commissioners of the
District of Columbia have at last acted
on the long continued complaints, and
after careful consideration have de
creed that this nuisance must be abated
and the billboards removed.
Other cities should follow this lead.
There is no excuse for tolerating this
custom which by degrees has grown
into an intelerable nuisance. These
billboards are unsightly. They are
uot only offensive to good taste and as
such depreciating the value of real estate,
but they are a demoralizing

them are often offensive in the suggest
tive display that is beiug made, ana
where not open to this objection they
are vitiating iu their general effect. C(
For that these highly colored posters J*
exert a psychological influence upon S
the community cannot be denied.
There is no necessity for billboard
advertising. If there were no other or
better method for gaining publicity _
there might be some excuse for it. In
the dark ages when people were illiterate
and few could read, to gain their
attention by the display of great colored
/pictures might have been justifiable as the
only way. But that doesn't apply
now when all can read, and everybody

So the billboard is not only an evil, l
but it is an unnecessary evil, a nuis- ?
ance, which as such should be abol- L
ished. l
The Savannah press relates that in
that city there is a vacant lot on a
prominent corner that is kept free .
from unsightly pictures and advertis- L
ing matter solely because of the fact l
that those living in the neighborhood ?
have outbid the billboard man for it. L
They have paid to keep the billboards l
off'so that their eyes might not be of- ?
fended and their own property values l
reduced by their presence. l
This shows how the billboards are ?
regarded. If people in other sections A
of that city or in the other cities find it ~
inexpedient to adopt the eame course, tl
the law should give them this protec- ji
tion. No person has the right to depreciate
the value of the property of
another or to give him offense in his ~
home by maintaining a nuisance, and
nobody should be under the necessity
of buying deliverance from such a nuisSncc.
It is a protection which the
law should give.
Tae billboards in every city should
be abolished as has been done in
Washington.
