ent.

Mr. Summerset, made a favorable impression

Mr. Banks L. Caughman spoke aext. It

office, largely on itbe strength of his authorship
of the bill dividing white people and
negroes in railroad coaches. He said that be
had been criticised for not reducing rates,
when in many instances the rates were interstate
and consequently beyond the control
of the commission as these rates were made
by the U. S. Commission. It was easy for
any man to tell how an office should be conducted
and even to pick Haw in the conduct
of another, but there were no perfect men

Mr. J. C. Boyd, candidate for Adjutant and
Inspector General spoke next. He stood on
bis record as an officer and bis life long military
service. General Boyd Is well known
here and he has hosts of friends in the state.

Mr. Henry T. Thomson, candidate for Adjutant
and Inspector General spoke next. He
referred to the faot that bis county was the
first to volunteer a company for service In
the Spanish war. He had gone with this

in tbe service. He was afterwards commissioned
an officer la tbe (J. S. army.
He had had years ot experience In military
training. He could see no reason why tbe
Incumbent should bold tor two terms. Both
tbe candidates for Adjutant General have 1
every appearance of well trained military

REGISTRATION
The attention of the public iu called
to the Act of the recent Legislature,
approved the 24th day of February,
1908, which reads as follows :
An Act to Provide for the Re-Enrollment
and Registration of the Qualfied
Electors of this State During
the Year 1908, and to Provide Compensation
fur the Supervisors of
Registration.
Section 1. Be it enacted by the General
Assembly of the State of South
Carolina, That the Supervisors of Registration
ju each County of the State
are required to re-enroll all the qualified
electors in this State during the
year iuuo.
Sec. 2. That the same time the said
Supervisors shall register all persons
who may make application therefor
and who may be entitled thereto.
Sec. 3. That for the purpose of
such enrollment and registration the
said Supervisor shall keep the books of
registration open at the several county
eatH every day (Sundays excepted),
between the hours of nine a. in. and
six p. m., during the months of July
and August, 190S ^ and in addition
thereto, they shall attend, during the
month of September, 1?K)8, at least one
day in each township, in their respective
Counties, of which at least ten
day's notice shall be given by advertisement
in a newspaper published in
the County ; and in Counties containing
fifty thousand inhabitants they
shall attend in each city, town, or in
dustrial community, containing three
hundred or more inhabitants, at least
one day, upon similar notice : Provided,
That the provisions of this Section
shall only apply t ? the re-enrollmeutand
registration for the year 1908.
Sec. 4. That for the purpose of said
re-en roll me ut the Secretary of State
shall furnish the Supervisors of Registration
with all the necessary books,
and the sum of five hundred dollars
shall be appropriated for supplying
said books.
Sec. 5. That the Supervisors of Registration
shall each receive for their
services, during the year 190S, the sum
of two hundred dollars, to be paid by
the State quarterly, as other State officers
are paid: except iu the Counties
of Anderson, Charleston, Greenville,

they shall each receive two hundred
and fifty dollars for the year 1908: Provided,
That in Spartanburg County
they shall receive this year three hundred
dollars, to.be paid as above provided;
that, after the year 1908, the
Supervisors of Registration shall each
receive fifty dollars per annum in oft
years and one huudred dollars in general
election years: except in the
above uamed Counties, where they
shall each receive seventy-five dollar*
per annum in off years, and in general
election years they shall receive two
hundred dollars each per annum, including
the County of Spartanburg.
Sec, 6. All Acts or parts of Acts inconsistent
with this Act be, and the <
same are hereby, repealed.
