culture, uow employed at Ciemson, were
variously assigned between tlie two branches
of work, leaving borne vacancies lu the Col
lege work aud making some new places Id
the Experiment work. These places will be
filled at the ntxt meetlDg of the Board.
Prof. Harper of the Agrlcu tural Chair of tbt
College, was made director of the Station
work at bis request.
Another matter of considerable importance
is the policy adopted by the Board teaching
public worship for the boys.
Heretofore about twelve hundred dollars
have been paid annually to visiting ministers
ol note. While this has brought a high clash
of men to the college, it was thought (hat the
boys lost something in being deprived 01
pastoral work. It was decided to pay a supplement
of&OO.to any church which would
build near the grounds, and pay Its pastor as
much as 8S00. In addition to this, &00 wa>
appropriated to pay the expenses of member*
of weaker churches not able to build, who
might preach at Ciemson Irom time to time.
In a general way, it may be said thai the
College was never In better condition. The
order la excellent, and the students seem to
be doing most satisfactory work.
The new ruling ol the postofflce department
in reference to postage on newspapers
goes into effect today. Today It) alto the
editor's forty ninth anniversary in tbePre6iand
Banner office. Despite all of bis laulteand
all of bis indiscretions of epeecb, the
people of Abbeville county bave been bib
lrlend during all these jears. While in some
instances be has displeased a few be feeit
very proud to believe that the mnjorlty ol
the people bave been and are now klndl>
dlt-posed toward him. If he ever conns along
tb is way again, be will settle down In Abbeville
even as he did in the aforetime, to assume
the duties and responsibilities of life.
He woold not advise any young man to remain
unmarried. An old man without e
family Is very lonesome, while bis heart It
bUDgry Indeed. But marriage Is the selection
of a life partner In which choice fen
may advise with profit. Even If a man lover
the right girl, she may not bave a responsive
heart. The lover feels that there can be only
one for him, while the world laughs, and
Buys the woods are full of girls too good for
him. Admlttkg a;! this to be true, tbe real,
tree, true love comes to a men or a woman
but once. The second love at best 1b but b
rehearsal, after tbe real play Is over?when
hope: Is dead and the heart 1b cold.
Tbe unfairness to tbe citizens In claim ol
CIoIa envftvefontrr to troll nilt ho thfi . An
deiton Mall lii explanation of the action 01
tbe Clemson trubtees to defeat tbe clalmB foi
damage by acjacent landowners resulting
f rom tbe building of a dike by the trustees
which tbe landowners claim has caused tbelr
lands to oveiflow. For the State to claim
"sovereignly" to perform tbe baby act or elsf
It Is to bully tbe citizen out of bis right*
Down with such State's rights as enables It
to dlfrf gaid tbe rights of Its own citizens.
This newspaper is opposed to that kiLd ot
State sovereignty that permits the Stale tc
trample upon the rights of tbe citizen. Wi
hope to see abi llshed tbe right of the Stale W
deny any citizen tbe right to be h<e*ftHt>
Conrt. To tt at extent we bellev^fn centralization.,
and we wish JJMf the Wasblcgtor
government may deny the State tbe right to
trampls upen tbe citizen. We hope that tb?
-Dotted State's Courts mey be empowered to
make tbe great State of South Carolina account
In Court for its acts.
Attorney General Lyon.
Hon. J. Fraser Lyon is viBltlng bis heme.
Since his election to office he has been ove*wheimed
with work. Matters of great Importance
to tbe State bave engaged bis attention
to such a degree that he seldom gelt
back to bis old home.
In tbe recent case before Judge Pritcbard.
where tbe question of tbe courts Jurisdiction
was Involved, it seems certain that Mr. Lj or
will come out winner.
He Is a man of Btroug convictions, possessed
with tbe brain ind determination to
press those convictions nome.
Mr. Lyon bas rendered valuable services to
the State and of such ?. nature as to make
some bitter enemies. But he bas madejbosU
of friends by biB course who will stand to
blm at all times.
Lightning Rods.
T* lo ?Knnl thn tlmo nf Iho year oh?n llphl
nlng strikes one oak tree in a million, and It
is time for Kghtnlng rod men to strike the
unsuspecting farmers as be comes to tbem.
If, therefore, any farmer thinks be needs a
lightning rod on bis house or barn, let bim
nail up tbe necessary lengths of wire fence
It will not be more dangerous to tbe bouBe
than tbe average lightning rod, and will cost
much less money.
Dr. OP. Hawthorne.
Dr. O. P. Hawthorne of Due West was In
town last Monday, and we bad an Interesting
talk with him about old times and peoplt
who would be old If they were living today.
Mr. Hawthorne )b one of tbe oldest citizens
of Dae West being now seventy years of age
We do net know if be is rlcb, but we believe
that he has more than a hundred bales of cotton
scattered around for which he has no
pautioular use Just now. If that cotton belonged
to tblB editor, a very considerable
amount ol money would be put in circulation
belore nlgbt. But w bether Dr. Hawthorne
Bells his cotton or keeps it, we trust
that good things may come to bim.
Prof. P. L. Grler and President J. 8. Moffatt
ol ttitklne College were In town last Frl
day.
\ ? * ? ?
Kev. O. Y.Bonner, pastor of tbe Associate
Reformed Presbyterian congregation at DueWest,
was on oar streets one day last week.
His tal k with us led as to believe that he is a
friend or me Mexican musion. yv one we uu
not agree with blm on that particular enter
prise, he talks entertainingly on thatsutijeot
as well as upon oiber matters. Mr. Bonner
IB like bis latber was, a factor In all tbe ai
fairs of tbe cbarcb.
It looks as If Senators, wben they can say
nothing, sail Into tbe President. It Is different
In Soatb Carolina. We bave the late lamented
State dispensary and Its pall bearers
to pltcb Into. It seems that there Is notblog
bat crime and graft to talk abont. If there
Is a "prominent" citizen whose name has not
been assailed, we woald like to know who be
Is.

If they keep on burning tobacco In Kentucky,
and maltreating tobacco growers,
somebody will be hurt.
What Is the President doing, that be does
notdo something to the "ulght riders" of
Kentucky ?
For NchoolM
It Is estimated that tbe foods from lh?
County Dispensary which will now go lo
-ehoolR will amount to something like seventeen
thousand dollars per annum. As tbert
In uncertainty as bow loDg tbe dlspeusarj
will be a source of revenue, and as tbe schools
are doing well ou present appropriation*,
would it not be well for tbe various school
districts to bold tbe dispensary fund as u
reserve fund and finally invest itinpermanent
shapt?
Nothing adds so much to a community as ?<
Sood school and there Is nothing that contributes
so muob to a good sobool as a nice
school building.
It would bewelliftbis fund should be reserved
until every district is able to build a
bouse costing at least one thousand dollars
There would be a permanent oenter around
which the cduoallonal foices of each township
might rally, and an impetus would
thereby be given to tbe oause of education.
If tbe money is spent in Increased salaries
tor teachers tbe probability is that tbe
efficiency of tbe service will not be materially
increased and tbe money will be frittered
away with no lastlDg benefits to Bbow|forlt.
Trustees should think over tbe matter.
On tbe side, it may be remaiked that If any
district!) are near Qeorgla, Greenwood or
\nderson, pupils from these plaoes should be
illowed to attend in our new school bouses
free of cbarge.
If anybody wishes lo know why, ai-k tbe

J
Snggestion to the Council. n
Tbe City Conncll is doing good work in
beautifying tbe grounds about the Monument.
Tbe Press and Banner would make a
suggestion, however. In raising tbe stone
curbing about tbe monument it has been
set about on a level with tbe surrounding
eartb. Tbe curbing Is too pretty to be burled.
It should be raised at least ten inches above
tbe level of tbe dirt, which will give a bettar
effect.
J. 8. Farnum, of Chaileston, charged witb
violations of tbe Stale dispensary law, gave
bond in $10,000. If be had done nothing
*orse than kill a man wbo put bis band

have been from ?1,100 to 96,000. But a serious

'Back to tbe farm" Is becoming a popular
movement up North and out West. Tbe
prodigal fathers who quit work in God's
"unsblne to toll under man's gas light and
electrla glare are sick and repentant of tbe

willing workers out of employment through

It Isn't everybody who has sufficient executive
ability to run a farm successfully. Those
who lack that ability ar.d must depend upon
their mutcle can make more wages m me
shop than Id the field. Field labor Is cheap,
while the mechanic or the more ekllled
laborer can command higher wages than can (|
be paid on the farm. The difference lies Id (
ihe executive ability. Executive ability that
la controlled by energy may succeed an;- 0
where, whether in the city or on.the farm. i
The man who depends upon his labor can, <
as a rule, command a higher price in town, j
A. man with skill in handling the trowel, or c
the saw and hammer would do a very foolish
thing to undertake to do work which could ?
be dooe by less skillful labor.
