Reply to Mr. W. O. Mlurkey.
The article which appears In the McCormlck
Messenger ol lust week iu the editorial
columns aud signed W. O. Sturkey" Is
copied Into thib week's i'ress and Banner.
Upon that article, which 1 regard as misleading,
I would make some comment.
As to "Abbeville being much stirred up
about a petition being circulated asking that
the people of Abbeville County be given the
right to express themselves * In regard to
dispensaries." I. know nothing. I do not
know that there is a petition being circulated,
and I have not seen anybody who baa Intimated
that he knows anything of such
petition. 1 suppose If I bad not seen notices
In papers outside of the county, that I would
not have heard of It until tbe reception of
the Mcsserger of last week. It Is generally
not! In cood taste to eo on the defensive be
fore a man Is aooustd. Why should Mr.
Hturkey speak of "orlme'' lii contending for
hlB rightb?
"As cltitfcDH of Abbeville County we have
gone at this matter boldly and fairly," says
Mr. Sturkey. To whom does ^e refer as
"wet"
As to the "boldness" in attempting to Intermeddle
with the administration of the
affairs of a neighboring town to which Mr.
Sturkey seldom goes, and for which town he
may entertain spite, I have nothing to say.
Anybody can form his own opinion of the act
of a gratuitous intermeddler. As far as I
am Informed, yon are in no way Interested
In the government of the town of Abbeville.
KTeither you nor your neighbors buy liquor
here, as 1b evidenced by the following
statement:
Mr. Hugh Wilson: Dear 81r: In reply to
your Inquiry, I would say tbat I believe one
hundred dollars will cover amount of liquor
sold to McCormlck people during the last
year. Respectfully, J. E. Jones.
I have taken the trouble to ascertain the
dispenser'# estimate of the amount of liquor
sold to McCormlck. JSow, will you tell
us bo* much liquor has been (hipped
over the railroad to McCormlck? And will
you kindly tell the people of Abbeville what
effort you have made to stop the shipment ol
liquor to McCormlck? How many Illicit
/ dealers In liquor have you had arrested?
Yon say: "We| don't* think It would
be a crime for ;those .who would vote
contrary to our wishes to sign the petition,
which does not bind them to vote for us."
No; it would be no "crime" for a man to
stnltlly himself by talking one way and
voting another, bnt It 1r a little unusual for
a gentleman to act double, or two faced. II a
man want* tbe dispensary voted out, let him,
like a man say so, and vote that way. We
can rasped the man who talks straight and
letahla aots square with his talk.
You, by Insinuation have much to say
about petition lor tbe new court bouse.
Read what yon say, and tben read tbt
petition which was addressed to tbe mem
bers of tbe Legislature, as follows:
Tbe State or Soutb Carolina,
County ot Abbeville.
To tbe member* of the General Assembly for
Abbeville County:
We tbe undersigned citizen* and taxpayers
of tald connty respectfully petition and pray
that yon make provision for tbe building of a
new Courthouse for Abbeville County at tbe
next meeting of the General Assembly. Tbe
Grand Jury recommend In their last report
thai a new Courthouse be built so that pro vision
can be made for protection of tbe
reoordi. We are Informed that a new Courthouse
can be bnllt by a levy of one mill on
the dollar on tbe taxable property of thf
oountyfortbe next six years. We are aUc
Informed that the extra mill which we bave
been paying for some time past will durlnv
tbe year 1907, finish paylne th? fv>nn?. ~?*
_ "J VI
ucoi, ana idst by retaining tbls extra mill
for six yearn loDger we can build tbe new
Courthouse, taxes remaining ibe name tbe;
bave hem /or tbe past several years, and
yonr petitioners wl 1 ever pray etc.
Tbls petition was signed by 1062 representative
citizens. And yet you intimate, or
state, tbat you bave never seen bat one
man who bad 6lgned tbat petition'. II
your other statements are of no more value
would It not be well lor you not to furtnei |
expose your Ignorance. You came wltbln j
1061 of knowing all tbe facts.
Mr. 8turkey Bays: "The people of Abbeville
county are sore about this matter, wbicb
they balleve has been forced upon them."* I
know Mr. Sturkey would not make a statement
without at least some basis for It. 1
therefore ask Mr. Sturkey to name some ol
the* men wbo are "sore," and who believe
this '-matter kas been forced upon them."
Give the names, Mr. Sturkey, or else be
"bold" and "fair" enough to admit tbat you
spoke without authority and without other
facts than your own Imagination.
This people have respect for tbe sincerity
and bonesty of tbe people who preach tem
r?iiun. nuere orwtien bave you made a
temperance speech? Have yon not Intelligence
enough to know tbat tbe people may
bave grounds to think tbat the whole tenor
of your utterance, as copied from the Messenger,
misrepresents tbe (acts BDd tbat that
misrepresentation bad 'or Its purpose tbe
misleading of tbe people, and the drawing ol
attention away from tbe real animus of yonr
utterance?
I think tbat you know eBOUgh to know
tbat people are largely judged by tbe character
and tbe style of tbelr cburcbeB as well as
by tbelr public bulldlDgs. Respectable and
high toned people in every land build good
homes In which to live. Intelligent and Belfrespectlng
ccmmunltles build fine oburches.
and every corporate body of people who
would deserve tbe publlo respect, make
tholi' nnKlU u *11 J' *
(.mu.iu uuijuiugs Bucn as to show the
estimate in which they hold themselves.
There 1b do testimonial so plain and so forcible
In showing forth the character and the
pride of a people as the appearance of their
? public buildings.
People estimate themselves according to
their public buildings, and the world gauges
Its respect for others by tbelr buildings,
which no man can deny, Is the unerring testimonial
of true character.
While It Is true tbat men may honestly
oppose the tearing down of the old tobacco
barn with Its plaDk shutters, yet It Is equally
true tbat such men represent a very small
per cent of the Intelligence, the rc6peotablllty
and the pride of the people
of this county. A man that was satisfled
to let that old and unslchtlv strurtnre
stand, while be opposed the building of
a new and elegant structure had a mighty
poor conception of tbe real situation and be
mast know little of tbe Influence which public
buildings silently, but unerringly and
powerfully exert.
i No such man has a right to mlsrepresent
them by appealing to tbe lowest
prejudice tbat can animate tbe human heart.
I may respect tbe honesty of tbe man who
opposes tbe action of a people in asserting
their pride and self-respect by tbe conStruc
Hon of buildings which are worthy of the
people, bnt I pity bis Ignorance and feel
sorry for his lack of pride in the people
among whom be lives. Suob a man has no '
right to speak for Abbeville County. He
voices no worthy sentiment of this people,
and I am surprised. Mr. Sturkey, that you
should attack the .respectability of the sentiments
that would give expression in the new
Court House. .
I believe that good citizens of McL'ormlok j
seed and deser\ e a Court house of their own.
'Xhe people of this town, aa far aa I know,
-svor the erection of a Court house at McCor- 1
mlck. Certainly the Press and Banner TG
favors the McCormlcfc Court House and *
stands now and forever not to Interfere with
the erection of Its public building or Its County
Rovernment. Your protest comes then
with 111 grace at a time when you contemplate
au early separation. You propose to
prescribe the policy for this County government,
and then would run from it.
TLe Press and Banner and the people of
Abbeville favor the McCortnlck Court House
for these and other reasons.
First?The people need It.
Hecond? The trade and business of Abbevllle
would not be Injured. J

bouse, some otber section of tbe county that
now trades with us, may want a Court house,
which would lnfllot loss upon us.
As McCormlck does not buy her liquor at
Abbeville, that town has no sort of right to
Interfere with our dispensary, except as she
may wish to Intermeddle with a matter
which does not ooncern her.
Abbeville has great respect lor the people
of MoCormlck. Although their candidate
for the Legislature at that the recent election
was unknown to us, yet at tbe request of
some good men of that town, we voted for
blm. And he has proved to be aB high, as W
honorable and as good a representative as
any people on earth cjuld wish to have. But
be aots'aloDg lines entirely different from
Ignorant or spiteful people who would raise
a disturbance when tbe hopes of this people
are about to end In fruition.
The people of Abbeville county will have a
court house of which they will be proud. Q(
And the mourners or tbe howlers, because of
tbe absence of tbe old tobacco barn with lis
plank shutters, will bide their (aces In very
(theme, The few opponents of the new public
buildings are not without a spark of pride
and their manhood will later aBsert itself and
they, too, will rejoice In the new court bonse. _
Tbe strangest and most unacoonntable
thing In this strike at tbe people Uetf in the
tact that you if you felt disposed to intermeddle
In a matter wblch remotely concerns you
!b, tbat yoo did not raise objection at tbe
right time and before tbe people of tbe ooun- I
ly were commuted this great undertaking at M
eo large an outlay. |
Ten hundred and sixty-two of tbe people of J.
tbe county petitioned tbe Legislature lor authority
to build a new court bouse. I am informed
tbat fewer than fifty men ontalde of
McCormlck refused to Join that petition.
The signers of tbat petition entered upon tbe
work In tbe confident expectation tbat their
taxes would not be Increased. They expected
tbat the levy already made upon tbem, together
with tbe dispensary profits would In a
few years pay tbe debt without seriously
burdening them. While all this was going
on, what did you do, Mr. Starke?? You
"boldly" and "fairly" kept quiet, in obscurl
ty and waited until tbe people had entered
into a contract, involving a large sum, and
you "boldly " attempt to cut off tbe expeoled
revenue and propose to tax tbe people ten
times as much as was expected. Tbe "bold"
and "fair" time for yon to fight tbe dispensary
was before tbe people entered upon tbelr
oontract to build tbe court bouse.
Bat you were so "bold" and so "fair" that
yon remained silent until tbe people awarded
tbe contract, and now yon propose to Inter
fere and place upon tbe.people a much beavl

hatred for Abbeville, or your unaccountable
desire to botber with Abbeville, you seem to
be oblivious to tbe fact that yon are laboring
to fix a heavy burden on tbe people ol Mo- ^
Cormlck. If you and your associates succeed
In shutting up tbe dispensary tbe people ot
McCormick mast pay its share of tbe in- J
creased taxation. Having remained silent
while tbe progressive people were desirous of
a new court bouse It ill becomes you to strike *
at us.
it is too late lor you to make either
"bold" or "/air" pretense at being at
work for tbe Interests of the people of tbe
county. It seems that if tbe people of McCormick
approve of cuttuug off tbe revenue
of the county tbey would plaoe a much
heavier burden on tbe people of vour own
town. Sucb act Is a most extraordinary proceeding.
I know that McCormick will sooler
or later want a court bpuse of her own,ana
that If she should be exceedingly anxloi a to
pay for ours would be a little out of tbe ordinary.
Even If McCormick should get a court
house of her own, tbls debt will stick to her
oloedr than a brother. Sbe must pay her
share, evnn after the new county Is formed.
While I make no pretense at knowing the
law myself, I am Informed that it 1s the
opinion ol Bome of tbe best legal talent at Abbeville
that the ?lection for voting on tbe dltnunKflrv

Election la November, next year. Then wty
disturb tbe peace and serenity of the people
now? By November, 1008, other towns will
bave bad experience, Irom which we may
profit. Until you see that liquor la kept out
of McCormlck, I think you netd not concern
youraeJl about a town to whloh your people
seldom come, and from which they seldom '
buy any liquor.
Well, now, Mr. Sturkey, I am profoundly
grateful to you for your tender solioltude for
tbe welfare of tbe people of Abbeville, but
upon more mature reflection, I believe that I
have more respeot for tbe man In North Car- _
ollna who made a lortune attending to his
own business.
I bave no knowledge thatany citizen of Ab- T
bsville has ever presumed to interfere with opt
tbe municipal government of tbe town of on
McCormlck, and I think it auperservlceable tbe
In you to propose to interfere with our tbe
liquor laws as long as McCormlck makes no the
protest at the shipping in great quantities of wa<
it right nnder Mr. Sturkey's nose. not
