Editor Press and Banner: Will yon allow me a Utile space to make p few comments on an article, written irom this place, that appeared In tbe State of lasSan day ? I do not know who the writer Is and bavtnot taken the trouble to find out. Wboevet j lie may be he certainly assumes to know a , great deal more about certain property of Mr. M. G. O'Neill tbAn the facts warrant. Hit Statement that the City Council began negotiations with Mr. O'Neill since the act was passed by the Legislature giving municipal corporations power to condemn lands for pub Ho purposes is a mistake. The City Council was negotiating with Mr. O'Neill as far back as last November. Tbe statement a? to the rental valne of the property in question is also a mistake. Tbe statement as to the amount at which the property u returned tor taxation Is misleading. Under the system of returns, property is usually placed at 60 per cent, of thf nominal valne. While th's is theoretical} true, we all know that clrcumstanc. s may arise which may enhance the vaiee of our property In a short time. Be this as it may, the returns for taxation does not, f xcept peibaps In rare css*s. form the true value 01 wbat a piece of property Is worth lo the owner. Tbe statement tbxt this property is the unanimous choice of ail the citizens of AbbeYille for tb? sire of tbe city ball Is, I believe. . , another mistake. I for one b?d not heard of this unanimity unt 1 I saw It In theSiate; on the contrary I have beard several sites sng O.-lament th?L this lot is It e g-TBWJU. oily available one no the public qoare Ik ?. buee mistake. The City Coui ell claim ti < right to condemn property. There I* ? *tcant lot near Mr. Wblte'a Bindery store, or Mr. White's grocery store itself would make a-plendld site. Mr. VlaaniiKa'x blot k near the Eureka conld be remodelled at half the cost ol a new t>ol dv log and would be a lire location. Otbe places could be mentioned. 1 wonder bow tbe ownersof the above mentioned property would feel II tbelr building and lota were tleal red for municipal purpones. and tbe value placed opoD tb< m by tbe ownen waa considered excessive by tbe city authorities and tbat strangers were to be called upon to flx a valuation regardlessof tbe owners feelings in the mattei ? How wou'd hi y of tbe property holders of Abbeville feel under tbe like circumstance? ibelr feeling* would not b? plea-ant I lane v. Tbe last statement of tbe writer of the art), ole under consideration r< carding tbe attitude of tbe City Council towards nor-resiaent properly holders may or may not be correct. Tbe writer speaks positively and may be more familiar with tbe mind of theCounci1 than I. However bis remarks are n<~t peril cent and becionda tbe ls*ue. Ml-. O'Neill is not standing In tbe wav of tbe progress of tb< olty. He has named a fair price for bis property as be bas a right to do. If the Council does not want to pay it there are pl> nty ol otber desirable placep. Instead of wasting h? mnnav nt the clt v in what may be a cost ly suit, It seems to nn'e thai It would be better to pay the price Mr. O'Nel'l asks or select tome other lot. It would seem tbRl the St?te correspondent intended by h e remarks about non-resldem property-owners to create prejudice against Mr. O'Neill so that In cane the condemnatory proceedings should be successful be may be deprived of obtaining his price, wbicb Is both reasonab'e ami Just In this I may be mistaken and hope I am, and if I do the writer of the article an Injustice I am ready to apoiogiz . This I believe, . Mr. Editor, about concludes what I have tol say. I hope the citizens of Abbeville will take an Interest in the matter and let no injustice be doDe to the rights of properly holders be tbey resident or non-resident. Thanking you, Mr Editor, for your courtesy, Respectfully, April 8.1907. J. L Roche. "Pnenmonla'M Dentlly Work. had so seriously affected my right luDg," writes Mrs. Fannie Ooener of Rural Route ]. The Methodist, and Trinity Churches were each beautifully and tastily decorated with the most choice, and beautiful flowers of Spring, which formed a striking contract to the raw day without. And interesting programs had been arranged and the Cboir in the Methodist Church was at its best. The Sermon was of course suitable to the occasion. The Music was superb and the Congregation was attentive and enjoyed the Easter services. This ends another glorious Easter Tide makiog one more mile post toward our immortal home. GRAND SPRING OPENING. Last Thursday and Wednesday were ideal Spring days and the ladies through the Emporiums of fashion each day, goiDg from one Store to another, taking in the grand display of goods so attractively arranged. Each of the three Stores. The R. M. Qaddon Co. Philson Henry & Co. and The Smith Dry Good9 Co. were most attractive indeed they were also pretty, we could not discriminate as to their beauty, nor conld we find any customer or eye witness that would say which they thought, was the prettiest and most attracti vey arranged. The Millinery department in each were gardens of beauty presenting a fairy scene that beggars description. The openings were a grand success and our Merchants were amply repaid for the extra trouble and work by the hundreds of pretty visitors that thronged their stores, and last, but not least by the splendid sales. We must make special mention of The Philson Henry Co's Easter window which most artistically arranged and presented a beautiful picture of the approaching Easter Tide. Mr. L. T. Miller the City Grocer bad a grand and magnificent display of all sorts of canned goods, and good things to eat, and judging from the visitors who kept up a continual stream to and from bis store each day we would say his display was highly appreciated and was a great success even beyond his most sanguine expectations.
