Wells, the retiring preacher, bad so thoroughly worked 8(3 the field that'there seems now to be little for the oew preaoher to do, except to keep .the ^ brethren straight. Mr. Roper had a great success in Darlington, where be added about fifty to the membership. He couldn't do so great a work at Abbeville f ir the simple reason that there are not fifty stray or unolalmid sheep in the city. This penalty will be enforce against delinquents; for the failure to euforce it theretofore has put a premiui on neglect of the law. The returns of those who conform lo the law are placed before the Towr ships and County Boards, while those who disregard the law come iu after th meeting of th6 Boards aud return to suit.themselves. The enforcement of thi 50 per cent penalty will correct (his evil. Employers are requested to return all of their employees after ootifyin them aud getting a statement of their property. Returns will not be taken by by mail unless they are sworn to before son proper officer. This does not apply, however, to persons returning ouly laud.
