Tho result of the experiment clearly proves the wl=dom of the law. But the law also iliows the narrowness of the position taken by the State. If the Slate can or will Insure Its own property, namely: The State and County public buildings, why should] not the government Insure the life and the property of Its citizens ? If the Stale under proper enactment would Insure the lives of Us citizens as well as their property, and put the profits Into the treasury | ror tne payment 01 currem expenses 01 me government tbe citizen might be relieved ol all State taxes. INSURANCE PREMIUMS. On life po'lcles $29,857 On Fire policies 14,545 Total $18,433 The vast amount, which is paid out annually, Is very nearly a total Iosp to tbe people. It goes to enrich corporations in other States, while it impoverishes our own citizens, and prevents tbe normal material growth and progress of the country. Is It any wonder then that our people are poor and that those who live on our substance should grow rlcb while constituting hotblng toward tbe maintalnance of tbe government whose people they are systematically skinning? OUR TAX. Now, let us look at the expense which our paying to the government which should proteot the people from poverty. County taxes '.......$12,365 48 Slate taxes 24,730 48 8cbool 14,838 ?8 When we remember that only a small per cent of th^ vast sum which ^s paid for lusir ance is ever returned to the polloy holder, it is readily to be seen that tbe saving to the people would be aa etiornaom am > i n about equal to tne tola: state taxes now paio by all the people. The amount returned to the Insurers by the insurance companies U scarcely appreciable. Nearly a'l the money paid Into these Insurance associations is lost forever to the people. It Is largely absorbed by fees to the army of agents, aud the report* of the abnormal growth of the capital slock of these Institutions is proof of the enormojs waste of money expended by the people in premiums on policies. Liberal salaries or commissions to the great armies ^of agents, the Jarge amounts accumulated, and the small or inappreciable amount wblcb is re* .turned to the insured, sccount for the money tbat goes out of the country every year, but which might be kept at home and.uttllz d by the Slate in paying current expenses of the government and in relieving The people from the payment of Slate taxes If a responsible and practical cotton mill man were put in possession of all the money which has been paid in this State to life and fire. insurance companies since the war, over and above the money paid back to the Insured, be would have enough ready money to inaugurate a cotton mill at every railroad statiou in the State, and thatj lm mense sum is forever cash. The State In Justice to its citizens assumes In a manner, to take supervision of the permits of the companies to do.business In ttie stale. jaow mucn oeuer coma .mis oe auLt by county officers, wboBe doty It should be to issue policies and to take the premiums for tbe same, Insiead collecting taxes. Under this system, the .County Treasurers, Instead of collecting taxes from the people, could collect tbe premiums on tbe Insurance policies, thus relieving tbe State of tbe expense of treasurers and freeing itbe people from a taxation which In more or less burdensome. Instead of tbe beavy drain on our resources to send money to distant cities, the people of tbeState wruld be benefitted in tbe re'Ief 01 paying taxes, and the money kept at home would eDrlcb our people. Why should tbe iDturance people be allow ed to take from a portion of our people for Insurance policies that are never paid j an amount as great or greater than tbe cost! to tbe whole people of the State government ? - ..
