Section 1. Be it Resolved by tin General Assembly of the State o South Carolina. That the following amendment to the Constitution of tin State of South Carolina be submittet g' to the qualified electors of the Stati J at the next general election for Rep Mcuntotii'Ps nrul if ? maioritv of till [electors qualified to vote for member of the General Assembly, voting thereon shall vote in favor of such amend ment, and a majority of each brand of the General Assembly, shall afte such election, and before another ratify the same amendment by yea and nays, Section 9, of Article III, o the Constitution, relating to the Legislative Department, be amended by add ing after the word "place" in line ten o said Section, the words 'until the em of the session occurring in 1906, a'te which the said sessions shall be heh at the same time and place biennially,' so that said section as amended shal read as follows : The annual session of the Genera Assembly heretofore elected, fixed b; th^ Constitution of the year eighteei hundred and sixty-eight, to conven on the fourth Tuesday of November n the year of eighteen hundred am ninety-five, is hereby postponed, am the same shall be convened and he! in the city of Columbia on the seconi Tuesday of January in the year eigh teeu hundred and ninety-six. The first session of the General As sembly elected under this Constitutio shall convene in Columbia on the sec ond Tuesday in January, in the yea eighteen hundred and ninety-sever and thereafter annually at the sam time and place until the end of th session occurring in 1906, after whic the said sessions shall be held at th same time and place biennially. A JOINT RESOLUTION^ to amenc the Constitution so as to Permit the General Assembly to. Enact Loca and Special Laws on the Subject ul Laying Out, Opeming, Altering, and Working Roads and Highways, and as to the Age at Which Citizens Shal be Subject to Road or Other Public Duty Section 1 Be it Resolved by the General Assembly of the State of South Carolina, That the fo'lowing amendment of the Constitution be agreed tc and that the two questions involved in such amendment be submitted separately at the next general election tc the electors qualified to vote for members of the House of Representatives, viz : that there shall be added to the Constitution the following additional Article, to be r umbered properly in the consecutive order of its adoption, to be designated as ' Article of Amendments t;> the Constitution." which shall read as follows; "Article of Amendments to the Constitution." Section 1. The General Assembly ol this State may enact local or special laws concerning the laying .out, opening, altering or working roads or highways, and concerning the providing for the age at which citizens shall bt subject to road duty, and concerning drainage. Sec. 2.. That Subbdivision II and Subdivision IX of Section 34 of Article III. of the Constitution, are herebj repealed. Section 1 Be,it resolved by the General Assembly of the State of South Carolina, That the following amendment to Section 7. Article VIII, of the Constitution, be agreed to: Add at the end thereof the following words Provided, further, That the Limitations imposed by this Section and bj Section 5 Article X of this Constitution shall not apply to bonded indebtedness incurred by the city of Greenville, bui said city of Greenville may increase its bonded indebtedness in the mannei provided in said section of said Articlc to an amouut not exceeding fifteen pei cent, of the value of the taxable pro perty therein where tne proceeus ui said bonds are applied solely to the paj ment of past indebtedness, to expenses and liabilities incurred or to be incurred.in the improvements of streets a'd sidewalk#, and ,fcr providing sewage for said city, or any part thereof, foi purchasing, establishing, owning oi operating waterworks or electric lighi plants. Sec. 2 But the question of adopting this amendment shall be submitted ai !
