did a great work, educ-atiing snch men

The dark days of Radicalism passed, f
it was reopened in 1SS0, a College of ,
Agriculture and Mechanics, supported .

and in 1SS2, the Legislature having ,
made an appropraitiou, and the faculty i
having been greatly enlarged, it began
its new life under its distinguished

Virginia Polytechnic and lias lately
declined the presidency of the Univerity
of Virginia. In the legislation of
' IS60, and 1S79. and 1SS1, for the reopen- j

leader was Charles H. Simon ton, a tirsi
honor graduate, anil, like l)eSau>sure, J
who led in the founding of the College
a great jurist. 1
The semi-centennial was celebrated
December 4. 1S54, in connection with
the commencement, which before lite
War was always held in December, the
session opening in January as from the
beginning. Since the Legislature was
in session in December, and there was
great pride of State ami devotion to the
State College, most of the legislators
being alumui, the commencement was,
alwavs a erreat State function, the Leg
islature attending in a body along with j
the Judges and other officers of State. |
The semi-centennial celebration wash
thus a great commencement occasion,
at which Dr. James H. Thornwell, as ;
President, addressed the graduating i
class, and James L. Pettigru was ceij- '
tennial orator. How inspiring t?> |
every student whose fortune it was to
be in the College at that time !
It so happens that the time of meet- (
ing of the Legislature having been
changed by the Constitution of 189-5.
and the second Tuesday in Jauuary, ,
1905, falling on the 10th day, the actual t
centennial day of the opening of the
College will witness very much tbe
samft scene characteristic ot the antebellum
commencements of the South
Carolina College: the Legislature will j
be present in the capital and can at- i
teud the celebration in a body, with |
Judges aud State officers, as in the da\> j
of old. Thus tbe ceremonies will be >
the most impressive ever witnessed by f
this generation of South Carolinians. I
Truly it will be a privilige to be a stu- i
dent of the South Carolina College in 1
the session of 1904-5. J
The universities aud colleges of the *
United States, and especially the col- '
ieges and schools within the State,
will be invited to send representatives,
and all living alumi will be expected

NOTICE OF BEfilSTMDN
The books for the registration of
ali legally qualified voters, and for the
issuing of transfers, ect., will be open
at the olfice of Supervisors of Registration
in the Court House, between the
hour 9 o'clock a. m., and 3 o'clock p
in., on the first Monday of each
month, and kept open for three suo
cessive days in each month until
thirty days before the next general
election.
Any person whose qualifications *8
an elector will be completed after tha
closing of the Registration Books but
before the next election shall have the
right to apply for and secure a registration
certificate at any time within
sixty days immediately preceding
the closing of the Registration Books,
upon an application under oath to the
tacts entitling mm l<j buuu registrar n
tion.
The registration of voters must be
by polling precincts. There must be a Sj
Book of .Registration for each polling
precinct, tbat is for eacu township, or
parish, or city, or town of less than'
five thousand inhabitants, or ward of
cities of more than five thousand
inhabitants. Each elector must vote '
in the polling precinct in which he
resides. If there is more than one
voting place in the polling precinct,
the elector may vote at any voting
place designated on the registration
certificate. The Boards must designate
in the registration certificate the voting
place in the polling precinct at
which the elector is to vote. If there
is more than one voting place in the
polling I'recincts, the Boards shall
designate on the certificate the voting .
place selected by the elector.
