To bis Honor Judge It. C. WatU, Presiding
Jodie:
Sir: The Grand Jury for Abbeville County,
In IU final presentment of Heplember .10, lati.
makes certain referenees to matters touching
my duties as Hupervlsor of said County, to
wblch, for tbe further Information of the
Court, I would respectfully ia?k permission to
reply.
Tbe presentment matos "that tbe County
convict (uard* are In tbe bitbll of rldlug the
County mules whm vial ting llielr homes,'' I
and recouuneoda-tbat the mulea be allowed
lo real wbeo out at work."
Tbe presentment an to tbla matter we pre.
iume was suggested i?y the fad tbflt. on Saturday
afternoon, Mept. '.O b, one of tbe guard*
drove*county mole to hia borne, and that
during the night, the mule died, the guard
via tea, with colic.
I have noi objected to tbe gnaida visiting
tbelr borne* occasionally, and aa they are
poor men, worklngoo mestjir salaries, unable
to hire conveyances, 1 have permitted tbem
tbe use ol the County mules for this purpose
occasionally. Tbe custom la to umi tbe mu!e?
ordiuarily employed In wagoning and such
lighter work, and I have always cautioned
them whether in driving or at work, to treat
them with proper care. Aa at< evidence that
this Injunction la not commonly disobeyed,
tbe director* of tbe suite fenniienuary recently
stated -that we bud tbe beat males id
Ibe hUte."
I feel tbat It la my duty to Investigate tbl?
rase, and if tbe mule died from over driving,
to reprimand or discharge tbe guard, but I
can not tblnk tbat tbla Incident should entirely
deprive tbe guards ol moderate and proper
use of the mole*, for tbe above elated purposes.
In tbe Orand Jury's presentment, June
term, 1902, tbey made reference to tbe fact
tbat a certain blind white woman, an Inmate

employees was tbe father. I understood 1
then, no they slated In their recent presentment,
tbat their reference was to Mr. Ueo WCalvert.
We oonfess tbat tbla matter In shameful,
and If It la cbargable to Mr. Calvert be abould
be punlabed therefor. Ho far aa I am InformMl,
tbere la no evldunce of hi* guilt, except the
unsupported statement of tbe mother of tbe
child, and aa ber pa*t oondnct baa been abim?

Illegitimate children, one of them a negro, I
tbongbt It lnsufflot#nt evidence on which to
discharge a man whose reputation bas been
good, and whose service* to tbe County have
beeu moat faithful and economical.
Otber recommendations of tbe Grand Jury,
t previous Courts, were to tbe effect: That ]
procure tent fllea for tbe protection of the
County mulea, and that i employ a night
guard for tbe County convicts.
To tbe first of these. I stated to tbe committee
making the reootftmendation, that I would
procure the tent flies before the cold weather
set to, which I expect to do.
I confess my non-compliance with tbe sec
ond recommendation, not out of any spirit of
dlareapect to the Court or Urand Jury, bat
becauae I (elt that a reoommendatlou not being
peremptory, left me aome dlacretlon for
the exerclae of my Judgment and experience.
My observation la that a night guard for tbe
county convict*, la an unneceaa&ry expenu.
