^^H^bppears tbat an election la ordered on tbe
^^^uestlon ot exempting a Knitting Mill from
city taxation for a period of Ave years. That
knitting mill being a plant now In New
York, wblcb It Is proposed to move South.
As the Press and Banner has had some
correspondence with Mr. Brown, and In order
tbat there may be no misunderstanding of
the matter, we make the following statement
of facts, as we understand them :
1. Mr. Brown has a plant in New York
which he proposes to move down South.
2. Learning that fact the editor of the Press
and Banner wrote to him asking his attention
to Abbeville as a good location for his
mill.
3. Mr. Brown replied stating that he wanted
"Inducements," that is to say: He wants
exemption from city taxes for Ave years, and
a bonus In cash money, which bonus Is, however,
not to be paid until his machinery Is
running.
4. He wants to locate in a town wbere be
can buy bis yarn from a local mill, so as
to save freight and agent's commissions.
Dally consumption of thread from 750 to 1,000
lbs.
5. He proposes to give employment to
"about seventy-flve people" for tbe first year.
After this number of operatives have been
taught to manipulate the machines, be says
be expects to double the capacity or me mm.
These, we believe, to be substantially tbe
facts. It Is for tbe people to say whether
they want the enterprise located In tbe town.
It will cost a majority of them very little to
exempt for Ave years tbe property which will
never come, without the temporary exemption.
The subscription to tbe bonus Is a matter
for each Individual to decide for himself.
A8an Individual this editor will give liberally
of bis private means.
We believe that tbe employment of seventy-flve
people the flr6t year, and after the first
year doable that number, will be of advantage
to tbe town.
Tbe correspondence has been turned over
to Mr. C. D. Brown, who will take pleasure
In giving additional Information, If there
~ are farther developments.
^ in our own opinion this Is a fine opportunl1
ty to secure an Industrial enterprise. If
( things are what they seem, it would be much
/ cheaper to give a bonus to secure It, than
} It would be for us to undertake to bnlld It on
our own account. We have no definite Information
as to tbe value of tbe plant, bnt saw a
reference to It In another paper as a "540,000
plant." though we have heard that It was
only a 820,000plant.
Wben you vote, remember that It Is to
exempt the enterprise for five years or
forever. It will not come without the five
years exemption.
Candidate for Governor.
The Columbia newspapers announce that
Hon. F. B. Gary's present Intentions are to
run for Governor. If he should do so, the
Press and Banner will be sorry. Mr. Gary Is
our neighbor, and we would like to support
him, but under the circumstances, we shall
atand to Governor McSweeney in the race.
He has measured up to all the requirements
as fully and an well as any man who has filled
that office. He has been conservative, considerate
and wise in bis official actings and
doings. This, together, with the well estab>
llsbed rule in South Carolina to give the
Governor two terms Induce us to oppose the
making of a new rule wbereby Governor
McBweeney Is to be discriminated agalnBt.
He has, as far as we are Informed, done noth*
lng which merits his removal before the
aooustomed time. We regret not being able
to give our neighbor hearty and geneous
support. Willie of course It makes no sort of
difference to the gentlemen Interested as to
wum course we persue, yei. wo Luu&e iue
statement on our own account.
Id elections our rule Is, In the absence of
specific objections, to vote for oar neighbors.
We bave done so for many yearn, and expect
to do bo In future, when there are no interposing
objections.
Mr. Gary makes a most excellent presiding
officer, and we bear that he Is the most popu
lar member of the General Assembly. That
being the case we do not see why be should
not run lor United States Senator to All the
place which will be made vacant in case of
SLv*- tbe resignation of Senator McLauren to take
a place on tbe Philippine Commission. We
would most cheerfully and most heartily support
him for that position, bat we are not
going to vote against Governor McSweeney
at this coming election. We may vote
against him two years hence, if he runs lor
re-election, but that is so long ofi that we
do not care to pledge our vote at this time.
DEATH OF COL. LEVELL.
One of Newberry's Best Men Has
Passed Away.
Col. J. R. Levell, of Newberry, after eighty
years of cheerfulness and usefulness now rests
lrom his labors and Is gone to tbe reward
which awaits for the best of the sons of earth.
He was useful In all the higher, purer and
better walks of life. The influence of a
good career, together with labor for the welfare
of others, will be rich diadems In tbe
crown which he will wear In tbe life upon
which he has Just entered.
When this editor was a Journeyman printer,
and much younger than he is today, he
Bpent a year In tbe town of Newberry. Tbe
recollection of that year Is a sweet memory.
It was tbe only year that I ever speDt away
from Abbeville County. Leaving borne In
1856 with the blessings and the prayers of a
pious mother, I found good friends in the
new borne to which I bad gone, and I loved
no man there more than Col. J. R. Levell.
From my earliest Infancy I have been a
zealous worker in behalf of temperance, and
because of my love for work in tbe temperance
cause, I was thrown with Colonel Levell,
where he was a leader In the good work.
Tbe Sons of Temperance had a flourishing
lodge In that town that year, and Colonel
Levell was never absent from tbe meetings
which took place In the evenings twice a
month.
He was perhaps more effective than any
other man in making tbe Lodge an attractive,
and a pleasant resort for young men. His
uwu ulieci luiunn ui uiojjumuiod, ana lue example
of a correct life, together with his constant
effort to elevate ana to keep young men
In the paths of morality and sobriety was not
without a lasting benefit to thuse who fell under
bis Influence.
Colonel Levell's death leaves very few of
those men of 1856, with whom I was thrown.
And the death of no man In Newberry has
more seriously Impressed me, not only because
I loved htm, but because I am myself
reminded of the fact that I am hastening on
to the same fate which he has just met.
After a man has passed bis three score
years, when his comrades or his seniors fall
by the wayside, be Is reminded of the fact
that the final chapter In the career of bis own
existence may be soon finished, and that be
may, at an early day, retire from the basy
scenes of life, where his presence will not be
missed nor will his absence be known.

The city has made an order for seventy-five

awarded the contraot of putting tbem In. He
bas already put in six meters and they are
working perfectly. One party waa beard to
say the only objection be had to tbe meter
was, it measured the water too accurately /or
blm. Another was heard advising bis aervants
to be careful how they used tbe water

that as compared with other markets? Secretary

For the nine days of February tbe totals
show an Increase over last year 101,000 bales.
For tbe 162 days of the season the aggregate
16 behind the same period last year 1,947,000.
Tbe movement slnoe September 1st show receipts
at all United States ports 5,044,792
against 6,978,312 last year. Total foreign exports
for tbe season 3,638,554 against 5,475,297
last year, a decrease of 1,941,743 bales. Including
stocks left over from last crop and tbe
number of bales brought Into sight thus far
for tbe new crop shows tbe supply to date to
be 7,767^514 against 9,362,857 for the same period
last year. Forelgu spinners are paying
the penalty of an abiding confidence In extreme
cotton estimates, tbey are now forced
to acknowledge short crop, and have to pay
higher prices.

Miss May McLaugn, after a pleasant time
spent with friends in Walhalla, returned a
few days ago accompanied by her charming
friend. Miss Fannie Maxwell.
Mr. Aaron Cohen, better known hereabouts
as "Big A," with his friend. Mr. Gothelmer,
were In tbe city last week as the guests of
Mr. J. L. McMillan. "Big A" was as lolly as
ever, and received a hearty welcome from
many friends.
Mr. Fred Hill has left Abbeville and 1b now
engaged In business In AtlaDta.
Mr. Cbarlle Calboun left last Thursday to
take a situation with tbe Arm of Weddington
& Co., or Charlotte, N. C. Mr. Calhoun
has been with the firm of Glen-Jone?, and
continued with same Arm after Its change np
to the time of bis departure. His friends regretted
to see him leave, but follow him with
best wishes, hoping be will rise rapidly
abroad both in the business and social circles
as he dla in Abbeville.

DELIGHTFULLY ENTERTAINED.
On last Thursday evening Mrs. P. H. Bollman
gave quite a pleasant surprise to a number
of her young friends, who were most
charmingly entertained. During tbe evening

Judge and Mrs. E. B. Gary have Just returned
from a mom delightful visit to Mr. Walter

has been quite sick and his physician advised
a rest and change aB necessary to his health.

Dr. J. W. W. Marshall, who has been quite
sick for tbe past ten days, Is at this writing
resting comfortably and seems to be cheerful.
His many friends regret to hear of his Indisposition,
and hope be will soon be fully restored
and have many bright years of usefulness

Mr. George W. Syfan, who has been confined
to his bed and room so long, Is getting
on nicely, and with tbe approach of sunshine
and brighter days hopes to be himself

convalescing and getting on as nicely as
could be expected, considering her extreme
Illness.

ASSEMBLY OF KNIGHTS OF I'YTHIAS.
A number of officers and members of tbe
Abbeville Lodge went to Greenwood last
Monday night to organize a K. of P. Lodge In
that city. Members returned Tuesday morning
and report a splendid time, and say they
were most royally entertained.

To Exempt Knitting Mill
From Taxation for
Five Years.
HEREA8 P. H. BROWN, A RESIDENT
of New York State, proposes to locate within
the corporate limltfi of the City of Abbeville,
S. 0., a Knitting Mill with an Initial capacity
of one hundred dozen underwear per diem,
and to give employment to about 75 operatives,
to be subsequently Increased. And
whereas the proposed location of the said
Mill will be beneficial to this city in lnolreaslhg
Its business and in enhanolng lh?y?!ue of
the property therein. '
Be It ordained by the City Council of Abbeville
and by the authority of the same, that
the property of the said Knitting Mill Company,
used In the business of knitting, and of
location of said mill, be and it Is hereby ex
empted from all munlolpal taxation, except
snob as are for school purpose*, for a period of
five successive years from the time of the establishment
of the said mill.
Seoond. That this ordinance be submitted
for ratification by the qualified voters of the
City of Abbeville at an election to be held on
tbe 21st day of February, 1900.
Third. That tbe said election sball be held
In the Oonncll chamber, by three Managers
to be appointed by this Connoll, from the
hours of 8 a. m. till the hoar of 4 p. m.
Fourth. That those voters who approve of
this ordinanoe sball have written or printed
on their ballots "Ordinance Affirmed," and
those voters who disapprove of this Ordinance
shall have written or printed on their
ballots tbe words, "Ordinance Disaffirmed."
