Wednesday, Dec. 13, 1893,
IHI NEW Mid)
PASSED ITS SECOND READINI
By a Vote of 35 to 61
Hill, Gary and Magill Make a Nobl
Fight for Old Abbeville.
Through the kindness of the State nowspc
per, the Press and Banner Is enabled to pr<
sent Its readers with the following synopsi
of the speeches and the vote In the House las
night (Tuesday, Dec. 12) od the new count,
county question, the result of which is c
such vital importance to the whole people o
Abbeville county:
Columbia, S. C., Dec. 12,1893.
The proposed new county of Greeowoo<
was the bone of contention in the House c
Representatives to-day. When the nev
county bill was called up Mr. Gary moved U
strike out the enacting words.
Mr. Yeldell took the floor to advocate th
new county. He remarked that Governo
Tillman bad signed the petition for the nev
county. He proceeded to deliver a lengthy
and stirring speech in Its favor, using a goo<
deal of documentary evidence. He declare<
that the people In the district were almost
unanimous in its favor?there being 170
voters, oat of 2000, in favor of it.
Mr. Hill opposed the new county. It wus t
monstrous Iniquity against Abbeville wblct
be solemnly protested ugalnsi. If her beautl
ful proportions must be marred at all lit
hoped tbat It wonld be so tbat she would no
be mntllated. Tne advocates of the bill hat!
gotten many signatures to their petitions bj
promising some of the most important ofllcei
In the county. Tbe formation of the new
county, as proposed, would leave Abbevllh
vast stretched of wornout lands, a majority o
tbe negroes, and most of tbe bridges. H<
would rather move Abbeville Conrt House u
Greenwood than to cut up the county, as pro*
posed.
Mr. Graham approved the establishment o
tbe new oounty. He said that even if a valvable
part of Abbeville would be cut off bj
tbe new oonnty, there was no wrong In that
as that portion was populated and built up bj
tbe new county people, and it belonged tc
them.
Mr. Harper made a well rounded speech 1c
behalf of tbe new county. He confined him'
self to the polnr that there should be more
and smaller counties. Tbe old veteran's re
marks were couched In beautiful language
and be delivered them effectively, so much sc
tbat he was applauded.
Mr. Gary declared tbat this bill threatened
serious disaster to Abbeville. He favored
small counties, but tbe Legislature should no)
upon uiu luuuiiM w iuuuo lueiii. CjVbly corner
of Abbeville was reached by railroad, and
the Court House was accessible to everybody
Keplying io some or Mr. YeddeH's slate
menu tbat Governor Tillman was the Hrsl
person to sign the petition, be thought thli
an unworthy argument In. favor of the Bill
He was no puppet to do the Governor's wl II
The Governor did not carry bis vote In hli
pocket. It was an Insult to the intelligent*
of the members. Think for yourselves, anc
be men. My vote will not be governed by th<
fact tbat the Governor advocates this meas
ure.
Mr. Gary then referred to the fact tbat som<
"whipper-snapper .presumably from Green
wood," had written a communication to oni
or the newspapers, without daring to sign hli
true name, Buying tbat Abbeville souglit t<
defeat the scheme by dishonorable meaiiR
He defied any one to point out an Instance o
unmanly or ungenerous opposition. He de
clared that if there had been any such con
duct it was on the pari of the advocates of th<
Bill. They approached ine, said be. and tolc
me that the new couniy should be namet
after my revered uncle If I would advocate It
I felt that It would be a reproach if i baa t<
secure 11 oy oariericg away vne voie my peo
pie entrusted me with. They also told m<
tbat If I would vote for tbe Bill tbey wouk
make me their first Senator. I declined witt
thanks. However much I would appreciate
tbe honor, I leel I would deserve tbe sham<
and contempt of honest men. This Is tb<
conduct of tbe new county advocates, auc
yet tbey accuse us of unmanly and selfish be
bavior.
Mr. Duncan was a warm advocate of tht
new oounty. He said a great deal about the
pluck and enterprise or Greenwood, wblot
was hampered by Abbeville's oonservatlsm
Greenwood bad tne greatest Alliance store ii
tbe State, and tbe published statement tha
the new county would be an antl-Tillmat
stronghold was not trne. Tbe fact Is tbe Con
servaiives have no bold there.
In reply to Mr. Ashley's question. Mr. Dun
can said tbat he owned a plantation of aboul
four hundred acreB, six miles from Green
wood.
Mr. Ashley?I don't blame you then foi
being in favor of it.
Mr. Watson spoke in favor tbe Bill. A1
bis personal interest lay in the Abbeville side
Mr. Maglll spoke against the Bill. Hi
thought as Mr. Watson lives in tbe adjourn
lng county there must be some why ant
wherefore of his advocacy of the Bill, altbougt
be would not Impugn tbe motives of an:
member. Greenwood would be more conven
lent to him as a county seat than Abbeville
But be was not consulting his own persona
interests. As long as a majority of tbe peo
pie were against the Bcheme be could no
vote for it. Tbe otber side were politlcall;
damned if tbey did not carry it through, ant
It was a ground bog case with them. 1
would cost 815,000 to have the records changes
from one Court House to the otber.
At this point tbe debate was adjourned untl
the night BeBBion.
