ra RusNia.
Russia is at ouce the most military;
and the least peaceful of modern nnW
tions. No one reason for its disturbed
I and dangerous condition is more weigh
f ty than the fact that, for its popula-i
tion of 110,000,000, it extends$5,uoo,uuo
9 for public Instruction; while the state
\ ofJ?ewYork, with G,0U0,000 people.
I extends $11,000.<HM? for public schools.
Popular education is necessary to free
government, while despotic governr
ment grows more perilous every year.
f United Statei ami Italy.
In writing to the Italian (Sovernment
Secretary Blaine referring to its
minister Karon Fuvh, clearly states
his position and then indulges in a
"Sermonette" which is of wide application.
If only those who manage
international affairs would be more
patieut!
"I have also informed him that in :
- matter of such gravity the (iovernI
ment of the United States would not
permit itself to be unduly hurried;
nor will it make answer to any ile '
mand until every fact essential to a
correct judgment shall fully as.
certained through legal authority. The
impatience of the agfjrevated may Innatural,
but its indulgence does not
always secure the most substantial jus
ticc."
Separate Cars.
The Legislatures of Texas and Arkansas
have, by nearly unanimous
votes, passed laws requiring separate
railroad coaches for whites and blacks,
following the example in this matter
! of Louisiana and other .States. The
New Orleans Time-Democrat has no
doubt that all the other States of the
South will pass a similar law, and
that the Southern railroads will be
compelled to provide separate cars for
the races. The Time Democrat do
r Clares uiai me prevailing jiuum; sentiment
is in favor of tlie distruction,
and adds: The law is not intended to
be unfriendly to the negro or to work
auy hardship to him, for the railroads
are required to provide him with lirstclaas
accommodations for ftrst-class
far?, but its purpose is to establish the
relations which are to exist between
the two races in theSouth. The whites
are willing to grant the negro all his
legal and political rights, but they

races live side by side, but they must
L live distinct and separate, and the
separate car law is simply an emphatic
mode of laying down (his proposition
and answering the republican suggestions
of social equality.?Baltimore

A Horse Kept in a Mall for Xluc
Years.
We have just received the fourteenth
report of the American Humane Association,
which was held in Nashville
Tennessee, last year. On the back of
the cover is a picture of a horse which
was hf[)l III II Mitil IWI 1IIIIV jrrno.
This horse was once valued at $200, |
and because he ran away the owner]
for revenge, shut him up in his barn '
and never pennilted him to leave his,
' stall. Strangers were excluded from:
entering the barn. Mr. D. (J. White-i
head, the agent of the Milwakee Hu-1
mane Society*, found this once beauti-!
ful sorrel horse, with fine long head j
large hazel eyes and intelligence like
a man, covered with had sores, re-i
duced to nothing but skin and bones, j
and the hoofs were nearly a foot long I
and bad grown rocker-shaped. When ;
the animal was untied for the first!
ifmoin ninovwirn hp hnhhlnil out ill-'
to the sunshine to nibble the jrreen
^ grass, and showed his gratiude by a
low whinny. The owner of this cruel-1
. ly treated animal was only fined $25
aud costs ; and again, the defendant
sought revenge by suing Mr. \Yhiteihead
for retaining the hoofs which he
i$d cut off. The judge decided that
the 8ociety should* nay $100 and cost,
vhlch the Society aid, and now own
' the feet.
The President's Opportunity.
F The President has now the opportunlty
of reudering a service to civil
reform and to the just and businesslike
management of Indian affairs
? such as is not likely to occur again.
? The country is persuaded, without
T reference to the question of the responsibility
parties, that the frequent
change of the otfidials in the Indian
Bureau is positively calamitious in its
effects. Tnere is no department in1
which honesty, efficiency, and certainty
of tenure are so important, because'
thei-e is none other in which the op-1
portunities of jobbing and of personal
gain at public cost are so numerous
and so difficult of detection. The pre-!
sent Indian outbreak is the la:est and

judgement of condemnation upon the1
? old system. It is bad and only bad j
in principle and theory. If it has
f>roved good in practice at points, this;
tas been due largely to good luck in ;
the matter of appointments. There is
nn r?#anii whv the President should,
not at once extend the civil service
rules so as to include all those positions
in the Indian service to which
they are applicable, and the spirit of
the reform so as to cover the management
of the entire service No party
advantage of any sort can be gained
by the retention of the present system.
.Every public interest arid every interest
of the Indian urges the immediate
extension of the civil service
system to cover Indian officials. Why)
should not the President secure from:
the present Indian strife at least thisj
: one benefit.?*10111 s "i ne unrisuan 1
