Little But Often.

Galilee studied a swinging pendulum.
He blew his breath against it
each time it came near his lips. This
increased its velocity and length of
curve. He learned that a slight impulse,
often repeated, becomes of great
consequence. An important law in
physics was thus established.
"Line upon line, upon precept" was
laid c'o.vnas an important law in morals
ages before. A breath of anger or
impurity or thoughtlessness is like a
bomerang ; the one against whom it
is blown increases in velocity of evil,
and makes wider departure from God;
and the one breathing it becomes angry
or vile more rapidly again, and
makes wider circles for his influence.
And the oftener the breath is blown
the faster does the pendulum swing!
and its curve is elongated more aud j
more. If there can be found no perpetual
motion in physics, in morals
the swing of the pendulum at las
becomes eternal. The swing become
a fixed habit?like the "great gulf
fixed." I
A little wave ofair is put in motion
up the high Alps by a hunter's shout.
It beats against other aerial wave until
at last it strikes an avalanche at
exact equipoise; and the avalanche
rushes down the mountain side carrying
destruction and death to the valley
below.
A breath of kindness often repeated,
always cherished, may grow into a
habit of wide-spread, permanent blessing.
The least word kindly spoken

the human soul, aud makes, oftentimes,
thousands of hearts glad. The
tears of a little girl from the British
Bible Society, which became the parent
of the American Bible Society.
These two breaths have beaten against
the darkness, and brought light to
almost all the earth.
John Kuskin beautifully says that
"the pine tree is trained to need nothing
and to endure every thing. Tall
or short, it will be straight: small or
* large, it will be round." Its symmetry
comes from the proper development
of all the concentric circles.
It draws its nourishment from earth
and air, seas and skies. Here a little
there a little. Then in rugged endurance
itstandsagainst winds and storms.
Its gnarled roots stay the land-slide,
and its green shades cover the weary
climber.
By cherising good purposes, indulging
pure impulses, and breathing
forth the breath of kindness and love,
goodness becomes a mighty force in

power to urge others on their up hill
way. To blow the breath against the
pendulum is to make it swing with
increasing velocity and in ever-lengthening

The mind wants steadying and setting
right many times a day. It resembles
a compass on a rickety table;
the least stir of the table makes the
needle swiDg round and point untrue.
Let it settle, then, till it points right.
Be perfectly silent for a few moments,
thinking about Jesus ; there is almost

thing that worries, that excites, that,

like a sediment to the bottom, until

In these times servants are called
"hands." A world of difference.
Hands?four fingers and a thumb to
get as much out of as one can, and to
put as little into, from the master's
standpoint. And from the servants'?
to pick up as much as they can and to
give as little back again. When master
and man can find in each other's
relationsihp a soul?a living, earnest,
brotherly soul?then only are the

To Allow Unimproved Lands wliicn nave
been on the Tax Books sinco 1875 to
be Listed Without Penalty.
Section 1. Be it enacted by the Senate
and House of Representatives of the
State of South Carolina, now met and sitting
in General Assembly and by authority
of the same, That in all cases where
unimproved land which has not been on
the tax books since the fiscal year commencing
November 1st, 1875, and which
are not on the forfeited list, shall at any
time before the 1st day of October, 188S,
be returned to the County Auditor for
taxation, the said Auditor be, and ho is
hereby, instructed to assess the same and
to enter it upon the duplicate of the fiscal
year commencing November 1st, 1887,
with the simple taxes of that year.
Sec. 2. That all such lands as may be
returned to the Auditor for taxation between
the first day of October, 1888, and
the first day of October, 1889, shall be assessed
and charged with the simple taxes
of the two fiscal years commencing respectively
on the first day of November,
1887, and the first day of November, 1888.
Sec. 3. That as soon as practicable after
the passaee of this Act tho Comptrol
lei* General is directed to furnish a copy
of the same to each Auditor in the State,
and the Auditors are required to publish
the same in each of their county papers
once v week for three months during the
year 1888, and for the same period of time
duing the year 1880; and the cost of such
publication shall be paid by the County
Treasurer, upon the order of the County
Commissioners, out of the ordinary
county tax last collected.

That it shall bo unlawful for any person
or persons to sell in the incorporate

ous or intoxicating liquors, wines, beers,
bitters or fruits prepared with such liquors,
in said town; and if any person or
(persons who shall bo guilty of selling
any such spirituous liquors, wines,
! beers, bitters or fruits prepared with such
liquors; shall upon conviction, be lined
! not less than Ten or more than Ohe Hundred
Dollars, or be imprisoned in the

BE IT ORDAINED BY THE INTENDEN1
and Wcrdens of the Town of Abbeville,
S. C., in Council assembled, and by authority
of the same, That a tax for the sums and in
the manner hereinafter named Khali be raised
and paid into the treasury of the Town Coun
cil for the uses and purposes thereof for the
year 1888.
Section 1. On every one hundred dollars
of the cash value of all real and personal es
tate within the incorporation of the said Town
of Abbeville the sum of twenty cents.
Sec. 2. On each billiard and pool table oi
ten pin alley kept for hire the sum ot On(
Hundred Dollars for each table or alley mor<
than one Kept by the same owner, on eacl
bagatelle table kept for liirG the sum ofOn<
Hundred Dollars.
Sec. 3. That all male persons between th<
ages of sixteen and fifty years, except thosi

to road duty and shall be required to work or
the roads, sidewalks, and streets within tlx

Council. The commutation for said road duty

Twenty-five Dollars nor less than One Dollai
per day.
Sec. 5. That all circuses shall pay a licens<
of One Hundred Dollars for each and every
exhibition; and all other shows, including
what are commonly known as side-shows at
tached to a circus, shall pay a license of nol
more than Fifty nor less than Two Dollars foi
each exhibition.
Sec. C. That all returns shall be made un
der oath on or before the first, day of Februa
ry, 1888, and all taxes shall be due and payable
on or before the first day of March, 18*8,
I If any person or persons shall refuse or neg
lect payment of the taxes liercin levieu wiinIn
the time specified tho Treasurer of the
Town Council is hereby authorized and required
to add twenty per centum penalty, and
if the tax with the penalty is not paid within
thirty days thereafter, it shall be the duty of
the Treasurer of the Council to issue executions
therefor immediately and collect the
same by due process of law. as provided in
the charter of said Town of Abbeville.
Sec. 7. Tho Town Council or a quorum
thereof shall constitute a board of assessors
to affix the value of property returned for
taxation.
Skc. 8. If any person or persons shall refuse
or neglect to make a return of their property
fortaxation within the time prescribed herein,
the return of last year with twenty per
centum added sluill bo deemed and taken by
tho Treasurer to be the true value of their
property for taxation and it shall be assessed
ut that rate.
