One day when wandering on the shore That once was ruled by Mariuell, I found within a clefted rock A strangely twisted curious shell With spiral whorls of pearly white, A nA tiAllmoc 11nooH with rrwpntp llpht. This shell possessed a wondrous power, For, placed against the listener's ear, He heard, though gentle, faint and low. The tones of those he held most dear; Thoueh parted far by land or wave, The faithful shell an echo gave. "Oh happy gift to man," said I: "More precious than the painter's art; How oft shall thou, In distant clliues, Console the ever-faithful heart, Brine back the cherished voice again. And take from absence half Its pain." "Vain are thy Thoughts." a nym ph replied; "For those who own it will lament That never, through Its echoes faint, Can tidings from the loved be sent; The distant sound is only caught. But never word or message brought. " 'Twill only waken yearnings vain; 'Twill only pierce the heart anew. And bring to mind with tenfold pain The anguish of the last adieu. When all is lost beyond recall, 'Tis better far a veil.should fall." She ceased. I turned and threw the shell Pcneath the tossing, foaming tide; Too well can memory waken grief, That man should seek for aught beside. Love needs it not; for love can last When all the things of time are past. THE GRAND INQUEST. THE CONDITION OF THE PUBLIC AFFAIRS OF ABBEVILLE COUNTY. Presentment of the Grand Jury at tfae February Term of the Court of Common Pleas and General Sessions. To the Hon. I, D. Witherspoon, Presiding Judge: As the Grand Jury for the County of Abbeville we would make the following presentment: We have given such attention to the different matters suggested by your Honor as the time at our disposal would .permit. We take pleasure iu commending the general good condition of all the ( County officers?system, accuracy and efficiency are apparent in each. We i have not, however, been able to give to 1 their offices that careful examination, ] which, we infer, from your Honor's charge, is required of us at least once during our term of service, and to do this we think it would be well to have this ) work committed to a part of the Grand ; Jury, who can attend to it at a time more convenient both to them and the County 1 officers. If this suggestion meets your i Honor's approval we would suggest that Joel S. Baily and P. B. Speed, together j with the Foreman, constitute a committee for this purpose, and that they meet at ! the call of the Foreman. We would call attention to the recent marked improvement for filing and J making of easy reference the many and ] great variety of papers in the Clerk's . nffico nnrt rflmmmend that the Countv I Commissioners be authorized to pay cost of same. I We find that a good desk, with ( provision for locking up important pa- ( persistnuch needed in the Auditor's l office, and would recommend, as former ( Grand Juries have done, that one such < be furnished him. The Auditor's Duplicates, very large and heavy books, are 1 piled up in such manner as to be difficult j of reference. We would suggest that a plain case be provided, in which, after k being property labeled, these books can < be conviently and systemmatically arranged. ] We regard the Bonds of the County officials as in satisfactory condition, with j the exception of that of the Clerk of the Court, which we think requires strennth- J -ening. < A delegation from the Grand Jury visited the County Poor-House. The inmates number thirty-two about equally < divided between the two races. These ( 1were comfortably clad and report that : they received a sufficiency of wholesome j food. Que faouse is in bad condition, tieeds new sills and window.shutters, and s the floor requires repairing ; the other v house shows many broken panes of gl?ss. = We would recommend that those several i matters be attended to. I The County Jail was also visited and a favorable opinion formed as to general J management of same. We would make these recommendations as to the Jail: t | that some arrangement be made, b}' which slops can be removed from the t cells without having to unlock the doors of same ; that the pipe of the stoves used 1 for warming the cells be so fixed as to \ render it more safe than at present; that * a ladder to reaeli scuttie hole be provided J and kept in plase ; that the portion of planK fence recently blown downbeat 1 once put up; that the door at theen trance 1 to the prison part of jail be hung so as to open differently from at present, and that r an iron bar be placed across same, and ' that the window in same apartment be made more secure by means of iron bars. The books of thirteen trial justices j were brought before us, and due care jgiven to their examination, In the j main these were carefully and cor- J rectly kept. We think that in most cases i there is a lack of promptness in payine: J lines collected. Charges of improper administration of his office were made as to one of the Trial Justices, but as he ex- J. plained part of these, and as the book presented to us appeared to have beon f properly kept, ho was directed at next ? term of the Court to produce a book by [ the entries in which he says he can free himself entirely. Our attention has been called to the fact that several of the Trial Justices are in the habit of compromising cases and some of considerable impor-jj tance. Wo would direct their attention j to the law, which makes all the parties, who participate in the settlement of any! felony, guilty of compounding a felony : r .and punishing the same severely. Complaint liaving been made on the part of ^ "Trial Justices of loss of time and increased expense because of having to attend the first day of Court, we would recorn- 1 mend that they all be required to pre- t ?ent their books to the grand jury on the t second day of each term of the Court v <luring our term of service. | ^ It has been brought to our notice that p in some sections of the County the pubblic highwaj's have been entirely neg- lected or very poorly worked. The great severity of the weather may partly ex- 4 |)laiu this, but we would urge upou those having this matter in charge early and carefully attention. All of which is respectfully submitted. A. B. C., in Council nasembled, and by authority of the same, That a tax lor the sums and in the manner hereinafter named shall be raised and puid into the treasury of the Town Council for the uses and purposes thereof for the ,, r. IliftA j wni auw? Section 1. On every one hundred dollars of the cash value of all real and pentonal estate within the Incorporation of the saldTown of Abbeville the sum of Afleen cents. Sec. 2. On each billiard and pool table or ten pin alley kept for hire the sum of Twentyfive Dollars on the first table or alley and Twenty-five Dollars for each table or alley more than one kept by the same owner. On. each bagatelle table kept for hire the sum of Fifteen Dollars. Sec. 3. Forench license to retail spirituous liquors In the Town of Abbeville the sum of Two Hundred Dollars for the year, beginning with the first day of January. 1886> and endr mg on the first day of January, 1887. The said suras payable In threeequal iu stall men ts in advance, said dealer or dealers to give bond and security for payment of said sum of money, and if at any time during theyear the said dealer or dealers should go out of business the whole amount of Two Hundred Dollars ?hall immediately become due and .payable, and any person or persons doing business the whole or any part of the year shall pay the whole sum of Two Hundred Dollars. Sec. 4. That all male persons between the ages of sixteen and fifty years, except those physically unable to earn a support, arellable to road duty and shall be required to work on the roads, sidewalks, and streets within the Incorporation of the Town of Abbeville five days under the direction of the Town Council. The commutation for said road dutv to be the sum of Two Dollars to be paid at the time of payment of other'taxes, to wit, on or before the first day of .March. All persons refusing or falling to work five lull days to be accepted and approved by the Councilor pay the above commutation shall be liable to pay such fine and penalty as the Council may impose. Sec, 5. That all itinerant auctioneers, peddlers, and other transient persons, except venders of farm produce raised in the County, offering at retail any goods whatsoever for sale, shall pay a license of not more than Twenty-five Dollars nor less than One Dollar per day. Sec. 6. That all circuses shall pay a license of One Hundred Dollars for Mush and every exhibition; and all other shows, including what are commonly known as side-shows attached to a circus, shall pay a license of not more than Fifty nor less thau Two Dollars for each exhibition. Sec. 7. Thatall returns shall be made under oath on or before the first day of February, 1886, and all taxes shall be due and payable ou or before the first day of March, 18iW. If any person or persons shall refuse or neglect payinentof the taxes herein levied witbIn the time specified the Treasurer of the Town Council is hereby authorized and required to add twenty per ceiuum penalty, and if the tax with the penalty is not paid within thirty days thereafter, it shall be the duty ?f the Treasurer of the Council to issue exflcntlons therefor immediately and collect the same by due process of law, as provided in the charter of said Town of Abbeville. Sec. 8. The Town Council or a quorum thereof shall constitute a board of assessors to affix the value of property returned for taxation. Sec. 9. If any person or persons shall reJose or neglect to make a return of their property for taxation within the ti'.no prescribed herein, the return of last year with twenty per centum added shall be deemed and taken by the Treasurer to be the true value of ttielr property for taxatlou and itshull be assessed at that rate.
