TheCountv Board of Examiners have agreed
that the monthly pay of teachers shall be according
to grade of certificate, or grade of
school, as follows:

Third Grade, Ten Dollar*.
That the minimum average number of pupils
per month that shall entitle a teacher to
l'ull pay In country schools shall be 15; in incorporated
villages and towns 1-0. In casvs
where the average number between the ages
of 6 and 16 falls below the minimum the trustees
shall pay a per capita shareof the monthfollowing
changes of general import-1
ance to trustees and teachers have been recently
made in the School Law :
1. Certificates granted by County Hoards are
valid for 2 years, and are renewable with or
without examination, at the discretion of the
said Boards.
. 'L It shall not be lawful for any person who
Is less than six or more than eighteen years o!
age, to attend any of the free public school*.
The law requires the trustees to meet as early
as practicable in the year, in order to locate
the schools and elect teacheis. This ought to
be done before the 1st of February of each
year, so that by that time all the schools of
the district shall have been established and I
all the teachers employed. No school ought |
to be opened after the first week in February j (
unless under peculiar circumstances. The apportionment
of the school fund to the several
school districts is made on the 1st of February, 1
or as soon thereafter as practicable. Unless
the trustees tlx some limit to the time during ;
which they will contract with teachers of public
schools, they cannot know the number of (
teachers nor their grade in time to ascertain, '
with the accuracy that the subject demands (
the length of the school term for their district- <
The trustees, therefore, are urged to ascertain
as soon as the apportionment is made the
Jength of the school term for theirdistriet and ]
report the same to all the teachcrs and to the
JSchool Commissioner. The school term of each 1
school of the same district, for the time it is i
operated as a public free school, should be the
same. ,
There hns been a gtear defect in the administration
of the school law in respect to the lo- (
cation of schools. In some places the schools
are located too ncareach other. This distribution
of the forces and efforts of a community, '<
as well as the distribution of the public fund
has had the effect of shortening the school <
term, and depriving such unfortunate com- i
inunities of the influence and advantages of
one good, well paid, well-equippod and well ,
Kustained school. I recommend to t he trustees
the 6?'utiment of a distinguished comjnander,
who, when asked the secret of his
success, promptly replied, "I concc/Urale my
Jorcea.'"
In some placs, on the other hand, the *
school* are too far apart. The effect has been,
probably, more disastrous than in cases where .
the schools are too near each other. It has
lessened, alarmingly, the attendance in the ,
county schools, and, doubtless, smothered tlie
spark ol genius in many a worthy youth.
This part of tLe school law is as difficult of administration
as it is important. While the
Jaw requires the trustees to pay due regard to
any school house already built, or sites procured,
it also requires them to have regard to
"other circumstances proper to be considered
so as best to promote the educational iuterest
of the district." I am disposed to believe that
there are schools in the county that ought to
be removed from their present location, and
established in places accessible to a lanrer
mlmber of children who are not now within
a convenient distance of any school. No two i
Eubllc free schools for the same race ought to '
e within lc*s than live miles of each other.
Two and a half miles is not too great a clis-1
tance from a good school. A very few only will
be required to go even this distance, and they
-can, surely, well afl'ord to do so, if, bj having
. fewer schools, we increase the length of the term
and the efflelcncy of those that ue have.
It is a lamentable fact, known even to the
casual observer, that in some sections of tincounty
there is an increasing disposition, on *
the part of parents, to shift t he responsibility
of their children'seducation from themselves,
where it properly belongs, to the public, where
it belongs only in cases of extreme poverty
- and misfortune, or wilful niglect. They de- I
inand that the publte, which exacts from them 1
a few dimes Tor school tax, shall in return edu- '
cate their children, build and repair their i
school houses, and even pay the incidental ex-, '
penseso/ the school. This disposition ought | \

the matter of building and repairing school j
houses. It is a manifest injustice to the teach- j
era to take any part of their already too small
salary and appropriate it to building ami re- i !
pairing school houses. The school house is a L*ioeal
matter, and the community ought to
build it at tlieir own expense, The circum-1 *]
stances ought to be very exceptional indeed, j
which would induce the trustees to approprilite
any part of the public fund to building':
and repairing school houses. I feel sure that I *
iny views on this subjest will not be well re-1'
reived, but I believe them to l>e right, ?ndjy
that is a sufficient reason for me to recommend
them to theearnest consideration ol' the 5
trustees'.
The trustees will please sec to It that the
teacher's monthly reports are properly filled
out, as the School Commissioner's annual report
is based upon these monthly reports.
Any letter conveying suggestions and recommendations
to trustees is essentially defective,
that does not ask their hearty support in
the proper administration of the school law,,
in raising the standard of teacher's certili-' n
cates, in increasing the efficiency of the
schools, in arousing an interest in the all-important
subject of properly rearing and educating
our children, ami in making during tlie
short period of our office, unmistakable ad-1 ^
vances all along our own-lines in the grand : V

ro Raise Supplies for the Town of Ab- j
berille, S. for the Year 1886.
Be it ordained by the intend ant
and Wardens of the Town of Abbeville,
S. C., In Council assembled, and' by authority
of tbe same, That a tax lor the sums and in
the manner hereinafter named shall be raised
and paid into the treasury of the Town Council
for the uses and purposes thereof for the
year 1SS0.
Section 1. On every one hundred dollars
of the cash value of all real and personal estate
within the Incorporation of the said'i'own
of Abbeville the sum of fifteen cents.
Sec. 2. On each billiard and poo! tabic or
ten pin alley kept for hire the sum of Twentylive
Dollars on the first table or alley nnd
Twenty-five Dollars for each table or alley
more than one kept by the same owner. On
**ach bagatelle table kept for hire the sum of
Fifteen Dollars.
Sec. 8. For each license to retail spirituous
liquors in the Town of Abbeville the sum of
Two Hundred Dollars for the year, beginning
with the first day of January, 1880, and ending
on the first day of January, 1887. The said
sums payable in three equal installments in
advance, said dealer or dealers to give bond
and security for payment of said sum of monpy.and
if at any time during the year the said
dealer or dealers should go out of business the
whole amount of Two Hundred Dollars shall
Immediately become due and payable, and
any person or persons doing uusiness tne
whole or any part of the year shall pay the
whole sum of Two Hundred Dollars.
Sec. 4. That all mnle persons between the
ages of sixteen and fifty years, except those j
physically unable to earn a support, are liable
to road duty and shall be required to
work on the roads, sidewalks, and streets
within the incorporation of the Town of-Abbevillefive
days under the direction of the
Town Council. The commutation for said
road duty to be the sum of Two Dollars to be
paid at the time of payment of other flaxes,
to wit, on or before the ftrst day of March.
All persons refusing or failing to work five
lull days to be accepted and approved by the
Councilor pay the above commutation shall
be liable to pay such fine and penalty as the
Council may impose.
Sec, 5. That hII itinerant auctioneers,
peddlers, and other transient persons, except
venders of farm produce raised in the County,
offering at reiail any goods whatsoever
for sale, shall pay k license of nofr more than
Twenty-five Dollars nor less than One Dollar
per day.
.Skc. (J. That all circuscs shall pay a license
of One Ilnndred Dollars for each and every
exhibition; and all other shows, including
what are commonly known as side-shows attached
to a circus, shall pay a license of not
more th-in Fifty nor less than Two Dollars
for cach exhibition.
Skc. 7. That all returns shall be made under
oath on or before the first day of February,
1886, and all taxes shall be due and payable
ou or before the first day of March, 188U.
If any person or persons shall refuse or neglect
paynientof ihe taxes herein levied within
ttie time specified the Treasurer of the
Town Council is hereby authorized and required
to add twenty per centum penalty, and
if the tax with the penalty is not paid within
thirty days thereafter, it shall be the duty of
the Treasurer of tire Council to issne executions
therefor immediately ond collect the
smiie by due process of law, as provided In
the charter of said Town of Abbeville.
Sec. 8. The Town Council or a quorum
thereof shall constitute a board of assessors
to affix the value of property returned for
taxation.
Sec. 9. If any person or persons Phall refuse
or neglect to make a return of their property
fi>r taxation within ttie time pregi-rlbed herein,
the return of last- year with twenty per
centum added shall be deemed and tuken by
the Treasurer to be the true value of their
property for ta.xatiou and it shall be assessed
at that rate.
Done and Ratified In Council and the seal of
tho Town Council affixed this 23rd day of
December, eighteen hunndred and eighty-live.
