Farm Teams.
Southern Cultivator.
We are fully satisfied that farm teams can
be more cheaply raised upon the average farm j
than they can bo bought in the West. To do
this, to the best advantage and at the least
cost, the larm must be specially adapted to
raising grasses, forage and grain. This change
in our crops will notoujy reduce tlie expense
in the stock needed upon the farm, but it will .
greatly benefit our lands In fertility and general
improvement. It is never best, without
experience, to undertake any business on a 1
larne scale. Farmers, who have not tried It. '
will do well to begin stock-raising cautiously
and in u small way: to be enlarged a< circumstances
indicate. No man should undertake
it who ha* not a fondness for stock and a full ,
determination tonirc for them properly. The
business has its trouble*, lis los?es and its dis- '
appointments; if these are multiulied and
made abundant at ltrsf. from bad inanagement,
they hrlng discouragement, final failure
and abandonment, with loss. All enter- ,
prises should be started at the beginning;
many of us begin them in the middle. Buying
the mare is, by no means, the first thing |
to be done in preparing to rear ti co.t. 1'ru- ,
dent foresight will secure suitable grazing
and other cheap and nutritious food crops.
Georgia and the adjacent states are equal to
any state north or west of us in grasses, and
these states are well adapted to forage and ;
grain. We do not hesitate to say that Bcrmu- ]
da grass ho excelled for the purpose we are
now advocating. It does not require to be re- |
seeded: it cannot be permanently Injurol by
any conditions of weather; it makes such a
complete sod that it is impossible to damage
it-by pasture; it Is highly nutritions, and being
mainly a surface feeder, it u ill allow Red
clover to occupy with it the same land, and
in this way make the very perfection of pasture
or hay. We cannot say too much for this ,
magnificent grass and the blessings it will
yet bring to the farms at the South. Let us
notexbaust our energies to destroy It, but let
it live, as It persists in doing, and turn it to ,
advantage in raising teams to do our farm
service. We will be ^lad to have the experience
of farmers who have made any efforts
Cowards raising their own farm stock. Our
Own succe&s has been gratifying and satisfactory.

"Low- Country W Up-Country."
Georgetown Enquirer. , Ast?t.
In ftn article under the obove caption, .001;
esteemed contemporary/ tne AbbtvUle Prat f;
and Banner, bnys: ,!r
We should like for our frlen^- the George.^
toum Enquirer to explain why It U .that Char-,. .
leston so persistently seeks to defeat the reapportionment
of members In J,he House of*.
Representatives at a time, when she has..- . J
double' representation. Does the ^Enquirer
think that Charleston's ettort to retail) six
seats Jn the General Assembly, to which she .'
is not entitled, a course to recommend itselfV
to thftt portion of the State which Is cheated?..
We would be gliid tor the Enquirer to explain >^3
how it is that the lower counties so often sut?- ' , 3%
tain Charleston ? Did a low country msin^ : " *
from the neighborhood of Charleston ever
vote with the up-countjy 7
As we have ?ever been an apologist for:.
Charleston's course on the re-apportlonment *-a\
question, we see no reason why we should be <
called upon to explain that course. Nor, do
we recall any ttterances of ours on the rub- '
Ject, which make it peculiarly appropriate
that the Press and Banner should address it* tw
challenge to rs. We have alluded only onee
edltoriuliy to the question ol taking&ceffeua>
of the State, and that wasf iti a* Sri para-' .33
graph in which we 8tlgmati2ed the seStmnal
and illiberal spirit of Mr. Rf4e, of Union/ Z-M
who. as a reason why a new census should be v. ,' ??
taken, made tne remarkable asaeriion that '"vV
the up-country had always been more patrl-' :r)
otic than the low-country and therefore^
should have an increased representation iof i?
tbe Legislature.
In condemning thi* naT?yw-minded speechv \,-Lwe
expressed no opinion on tbe censas question.
Does the Press and Banner endorse Mr.
Rice's language? *
But we will answer some of our cowtempor^ '' $
ary's questions as plainly as they are pnt. .
lf.Charle.ston Is seeking to retain a represea* ' T.
tntlon in the General Assembly to which she
is not Justly enlitled, her course certafrrty \^jg
en nnot commend liself to afiy one, much lent
to that sectiou of the State which is ; *$
therebydeprived of its rights. Nor, suppo*lng
Charleston to have such an object in p
view, do we approve of it. We believe that
each county in the State should have Just
that proportion of representation In thef Legislature
to which it is entitled under the Constit
ution and law?no more and no less.
We cannot "explain how it Is that the lower
counties so often sustain Charleston." Perhaps
It is a mere coincidence. Perhups tbey
do not vote together as often as the Press and
Banner thinks tbey do. At any rate, we are /, ;<&J
disposed to give the representatives from tber
low-country credit for as much patriotism
and conscientiousness In tbeir votes as those
from the op-country. II the members from
the up-country chance to think alike and
vote alike on any giv?>n subject. It is their v,Si
right to do so, and we have no disposition to :%
question their motives. Cannot our esteemed i
contemporary extend the same charity towards
his low-coantry cousins?
The Press and Banner's last question may b?
answerea amrmauveiy?provwea ine "neignborhood
of Charleston" Is construed to Inulude
Georgetown. On this very question of
taking the census the Senator lroin GeorgeLown
voted with the up-country; we have no ^
ioubtthata reierence to the Journals of the
two houses will disclose many other Instances
lu which geographical and sectional lines
nave been ignored in voting. - ' , ?
Our esteemed contemporary does not ask
for our opinion as to the propriety of taking' 3
Lhe census and making a re apportionment. ' . <
But we will give it unsolicited.
We think the Legislature committed a
jrlevous error in not pausing the census bill
it the session of k81. Having failed In it*
iuty then, we think it bhould have passed . V
Lhe bill at the last session. There is a differMice
of opinion as to whether the census thus
Laken could be made available for the next
ilectlon, Inasmuch a? the Constitution is
uipposed to have intended the re-apportionwent
to be made at the regular session 101- ./wS
owing the census, which, of course, would be
;oo late to attect the elections this year. Wo 1 ;{ Vx
/enture no Judgment on 'the .constitutional
point, but whether it is well taken or uot, the
ipportionmcut could have been made next '
winter, and would have gone into ettect In
,he election of 1888. And by this means the
jxistiug Inequalities in representation would JH
iave been corrected seven years sooner than
.hey could be if no actian was taken autll
Lhe next census year?1895.
Oor Representation.
Sumter Advance.
During the recent session of the Legislature,
there was considerable talk on the subject of
,he re apportionment of tne representation of
Lhe different Committees. It wax for this purpose
that it was sought to make an appropriition
to take the Census of the State. It is -J
;laiined, that as things notf stand, Che rep re- r'}
ientation in tne .Legislature is very unequal,
ind the representatives of those Counties, ?
Lhut It Was thought were entitled to more representation,
were ol course anxious to have
the reapportionment made, bm they claimed
that they were on this account deprived of -"J
that degree or intluence In the Legislature,
which was their right*
Now it is uerfeetly natural for the people of
my County to demand the full representation
they are entitled to under to law, aud
the Legislature In our opinion, should have
made provlsi on for the talking of the Censua
for this purpose, in obedience to the plain requirements
of the Constitution, for two reu- -j
sons.
The first reason, Is, that Justice may bo
done all round, aud the (second reason, that it
is setting a bad precedent to begin to "camp
outside ol the Constitution." In the face of
this, the expense'bhould not huve been constJcied.
While this is the case, those Counties that
think they are deprived of that degree of Inrluence
that belongs to them, because they
were not fully represented in the Legislature, \
should remember that It is not numbers merely
tliat give intluence and power, but Intelligence
and training.
J n the discussion of this subject in the Legislature,
several references were made to
Charleston's having more representatives In
the Legislature than she Is entitled to. We
believe tins to be so.
Charleston has had for a long number of
years, a controlling Intluence in the Legislature
and tills is attributed by mauy to th?
number of her representatives. There never
was a greater mistake.

exerted upon legislation in South Carolina,
iloes not come rrotn the number of her representatives,
but arises from the fact, that tho
people of Charleston have always had the
sauaclty to keep trained nieu in the .Legisla^
Lure. There lies the secret.
Unfortunately in most Counties, they
change representatives at every elecLion. By
the time a man gets so he can he of some ser- . >
vice to bis County and .State, he is made to
"stand aside," in order to make room for
some other aspirant of legislative honors.
When these new men go there, and meet up
with those who have been trained in legislative
work, as a matter of course, they are at a
very great disadvantage.
We do not contend that men should be sent
to the Legislature for life, but we do say that
Is a great piece of tolly to change representatives
at every election. JSB
When a County gets a good representative
In the Legislature, lie should l.e kept there
long enough to bo of some service. The trained
men in the Legislature, are the ones who
have Influence there. , '-hS
Let the Counties pursue this course, and it. "
will make very little diilerence how many
men Cmuleston or any other place may send
to tne Legislature.
The course that has heretofore been pursued
by most of the Counties In tills matter, han
aeen the Iruitt'ul cause of so much crude legislation.
that repuires a ne\er-ending umouui
;?f amending.
It Is not more representation that the pe?y
pie need, hut a representation trained andtitled
for the responsibilities put upon them.
The people should think of thesething*
ivell, before trotting out new candidates luff
the next election. Selah.

Indeed. In hunting for a thriftless farmer we
need go no lurthcr ufler seeing his lousy
herds. The same negligence that obtains here
will cover with its blight his entire farm pollcy.
No man ever made profit raising lice.
Reduced from the lack of food, their vitality
further attacked by myriads of disgusting
lice drawing at every pore and at every hour,
day and night, cattle, horses, und hogs must
finally give up the struggle and die on the
hands of a cruel, heartless master. If stock

be profitable. Very much of vital iorcc is
found in the comb und bi\ish for horses and*
