As yet hut little new Cotton has !?een sold In the Abbeville market. Only fifty three b iles had been shipped up to yesterday, but ??ur streets will soot: be full of cotton wagons, and cotton sellers. Our merchants are now propare I to pay the highest prices for the staple. Local option and special legislation wherever tried have not only signally fai'ed, bill have served to increase rascality and Immoiality, without diminishing intemperance. There is in every community a class of business men. druggists and doctors, whose in.iuenee in the community is equal to that of any oilier ' class.and to whom the idea of bar keeping is very revolting,yet these local prohibitory d< laws, with a demand as strong as ever for ar- "i dent spirits, opens the way fur them to en- tl gage,undercover of the law, in what they t< know to tie an illicit if not immoral tratlic in whiskey. There is but one other remedy ot for the friends of temperance to apply in the line of legislation, and that is the enactment of a prohibitory law. It Is fair to piesutnc that this too would fail. Though disappointed in some of our speakers, said the chairman, we have some amongst us who will endeavor to entertain the crowd for a : short time. He then introduced as the first speaker Mr. J.
