They will be compelled to pass the appropri-; ]
at ion bills pure and simple us-they should
have ?lone in the last Congress. What, then, ,
have they gained bv forcing this extra se.s-'
fcion? What they have lost is too evident..
I'hey have thrown uway the prestige vrliich
they might have gained by a wise and mod
crate use ?f their control of both houses of.
Congress. They have destroyed eonlidencej
in their fitness to be intrusted with the di-t
Section of the federal govern men t by their |
unscrupulous readiness to abuse the incom-!
nlete power which they possess, 't'liey have |
been swift to proclaim, with suicidal precipitancy,
that democratic rule is not peace, but
agitation, instead of the tranijuiHty, the u
conservatism, tbecautious and circumspect
moderation which it behooved them to ex-|s
hibit as petitioners t<? the people for full control
of the government, the tirst use the.vji
they make of their ascendency in Congress is j
to throw the country into a new and violent
agitation. The people desire repose. They!
arc tired and sick of Political agitation anil
excitement. After t lie disturbing eon trover*
siesof tlie last twenty years they prefer King
Log to King stork. Their intetifc yearning i
for unlet and tranquility has received a rude I
shock by this unrcllectlug attempt of the':
new democratic majority to throw tlie cour;try
into political convulsions for the mere j
sake of creating a new party issue.
The defeat and humiliation which have;
overtaken these unscrupulous agitators arei
richly merited. They will carry none of
their measures and they dare not withhold |
the appropriations. They began with ji vir- j
tuai threat to stop the supplies and cripple f
the government. It wasan evident attempt,
to coerce t he President to sign their repealing!
legislation. They learn too late that it was I
an idle and foolish menace. Threats of thai
kind are serious thing*. They dare not?we]
repeat with confidence, they dare not?put'
| them in oxccution. The reason why they
will not incur no tremendous a reponsibility
, was tirst clearly slated by Secretary Sherman I
In his recent conversation with our corres-!
; pondent at his home in Manstleld; but it is!
! so obvious that the democratic leaders!
I should not have been blind to it when ttiey
beuan the hazardous experiment from which l
| they will be compelled to retreat, by an li re-|
slstible cotupulMun. The reason why they;
I will notdare to withhold the supplies is so'
j simple ttOit it admits of a very brief state-i
i meiit. Its substance Is that a refusal of t tic* j
appropriations does not repeal the revenue I
; laws. The duties on imports and other taxes
j will continue to be paid into the Treasury!
whether tlieyare disbursed or n<>t. It the;
! money is not paM out it will ai'cumulatc in |
the Treasury, making a constant and stupen- ;
jdous drain upon th'c circulating medium,!
j which is the very llfo-hlood of business. The !
j practical effect won hi be a rapid and ciior-i
uiouscontraction of the currency, creating!
j a scarcity of money that would strangle the;
1 business of the country. The democratic!
party itself would be the llrst to mutiny |
against such a state of things. It hasstrcnu-l
ously and fanatically insisted on expansion,
I on an abundance of money, nqd when ii
I found that its own leaders had put on the
I screws and caused the most tremendous contraction
of the currency ever known, it is
easy to imagine tin; malediction that would
be uttered, if the three hundred millions per
annum which are paid into the Treasury'
were kept there. If the money of the country j
were thus looked up from business uses, the]
stringency and distress would he beyond en- ;
durance, and the.country would soon be in a '
state bordering on revolution. Such a storm :
I of discontent and indignation would set in'
that the deni>?cratic party would tie swept ]
away like chall" before a whirlwind. This;
(consequence <Jf. withholding the appropria-1
i tions is so obvious when stated and so Itocvi|
table, that if anything can be predicted with i
certainty it may bo safely aftirmed that the
democrats in Congress will not ^'o to the in|
sane length of locking up the circulating medium
in the National Treasury, thus ejiu^lnul
I a contraction of thecurreney more rapid and
vlolentthau Was ever known In the history
j of any coinnierclal country.
j IMS curtain mat tmu appropriation mu.s
I will be passid. Jt makes little difference to
j ttic public whether the existing appropriations
are continued until the next, meeting of
| Congress or whether the new appropriation
I bills ure passed without political riders. If
the democrats are not bereft of foresight they
will pass the regular bills, for if they try to
I bridge over the ditiieuity they will find themselves
in the same helpless predicatncnt at
I the beginning of the next session in which
they are now put by the resolute vetoes of
>! the President. They can retreat with less
j dishonor and less damage to their party now
than seven months hence. Kit her now or
then their retreat must be absolute, for they
cannot repeal the revenue laws, and no party
can live which contracts the currency by
I'euusing it to accumulate in the Treasury ana
j to be kept there. The irresistible potency of
this argument may be securely relted on for
.! nullifying democratic lira\ adoubout stopping
| the supplies.
