Carpenter. i Senator Cachran's bill to regulate the ' sale of seed cotton in Anderson County * in Anderson county is a very desirable . law, but it should be made a general | statute. It prohibits the sale of seed I cotton between the hours of snnset and sunrise, and attaches a penalty of five ; hundred dollars fine and imprisonment " upon the purchaser, and one hundred doilars and imprisonment upon the sel! ler. A bill to amend the Code of Prone dure, which is an exact copy of that k passed last session, but is of doubtful ! force, lias passed the House. ?o? Mortality Among our Judges.? The Union-Herald says: "The positiou of circuit judge in South Carolina seems ; to be rather dangerous. In 180S there was eight elected by the legislature, of whom live are dead, two resigned, and one onljfremains on the bench. Orr, Piatt, Green, Rutland and Boozer are dead : Thomas and Vernon resigned; Judge Carpenter is on the bench, though j not in his original circuit. Of seven judges since electc . three are dead, viz: Lee, Graham and Townsend. In spite | of this mortality, we hoar of several gentlemen who are anxious to take the risk of filling Townsend'sseat." There is already a movement made to fill the vacancy which must be done quickly as the session draws to a'close, judge Shaw lives in the Fourth circuit, and it is suggested might be accommodated with the vacant place, without being forced to move his household to the third circuit, to which he lias just j been elected. .By late advices Townsend is not dead. Waiver ok Homestead.-We see that a bill is now pending before the Georgia Legislature, authorizing parties entitled to the right of Homestead to waive the same. This is, we think, a move in the right direction, and we I would be glad to see some such law on j our own statute book. A party has now I the right to transfer his Homestead, but! | cunnot mortgage it. There is here an j ! inconsistency, and more than that a: | positive hardship to the owner, since itj adds nothing to his credit, and in this; j respect is so much dead capital.
