The office of the County Comtnission<er.i,
as fur as we could ascertain, is in c
good condition. The papers in this E
office are voluminous, and we did not
personally go through them, but the ^
efficient chairman of the Board seems jyj
to be well-versed in the details of his M
office, and auxious to discharge his du- ^
ties properly. p
They have granted eight licenses to A
#*11 spirituous liquors, the proceeds of
which are properly accounted for. They ^
have levied a tax of one-half mill to de- ( ,
fray the expenses of the Court, one-lmlf CJ
mill for the poor house, one-half mill
HI
to defray the expenses of assessments ^
<of property, three-quarters of a mill for
the jCoads and bridges, one-quarter of a m

miscellaneous expenses. They have ?

llrand Jury thinks that the plau of
letting out bridges by sealed proposals
In objectionable, but law requires it.
They therefore suggest that steps be taken
to have the law changed so as to '
Require them to advertise the same to be
let out to the lowe?t bidder, upon the 1

.County Auditor's office is in good j

They havo visited the poor house and ]
find the inmates well cared for. There
are some repairs needed, but the county
commissioners are looking after the
matter. We recommend that the sup- ^
plies be purchased only upon the order
of the chairman of the board of county
iuomnorft
We have also examined the jail. We ]
recommend that bunks be furnished
with mattresses, for all except the felons'
cell, and that mattresses be furjnshcd
for them. We ricommd that
Unyjeibe one room provided in the jail
for the use of such persons as are confined
fox offences less than those of au .
^farc^s character. The jail was very
$Mhyt an^ n?t suitable for the occupation
of human beings.
The roads and bridges generally are
,in fair condition, f he bridge at McKettrick's
mills needs some repairs.also
the .bridge at 3rq^y'a ^Is.
' Ave find that the liquor'styo#, kept
by R. M. Sander*, n^r ibe corporate
limits of the town of Ninety.-^, is a
nuisance to the community, apd we '
recommend that it be abated. ,
' We tind that there is a great deal pf {
complaint about produce being stolen j
from the fields, before being gathered. '
We recommend that the Legislature ,
pass a law requiring persons who buy
produce to keep a book and enter each i
lot bought, amount, and time of pur- 1
chase, and from whom purchased, j
which book shall be open to inspection, j
and attaching a penalty for the violation
of this provision.
We call attention to vouchers of W.
P. McKellar, chairman of board of
county commissioners as to the disposition
of money from licenses, which is
hereunto attached.
