' These parties were arrested on 1 Monday by T. A. Jefferson, and 1 after a preliminary investigation, were ordered to jail, and placed in . the custody of Special Constables', WnahinP'ton Powers and William' Ballard. As it was night when a j decision was arrived at, it was de-J termiued to hold the prisoners till morning. Late at night, the prisoners having been provided with arms in some way, made an effort to escape. After an exchange of several shots, and a vigorous pursuit, the prisoners finally escaped. ' S The President expresses his convicion that the existence of the African lavery in Cuba is a principal cause of he lamentable condition of the . sland. and does not doubt that Con jrcss shares his hopes that it will soon >e made to disappear, and that peace md prosperity will follow its aboliion. The message goes very fully nto the financial question, and deilares that the country never can lave permanent prosperity until specie payments be reached. In Regard to the problem of chenp ransportation ho refers to the Erie md Illinois Canals, and suggests ( whether it would not be wise statesnanship to pledge to the States that >wn those canals that if they will enarge them the General Goyernment ^ ivill look after and keep in navigable jonditiou the great public highways with which those canals connect, to *4.. He recommends legislation in regard to the bankruptcy law, which ho considers . as productive of more evil than good; < if not totally repealed, it should bo ] modified in those portions providing i for involuntary bankruptcy. Those ' portions should be repealed. Ho < calls attention to the immense aggre- ' gate of claims against the govern- ' ment; many of them growing out of the rebellion, and not a few of them , fabricated and supported by false testimony.
