The buildings are in good repair, and a fine mile race-track has been constructed, the stands have been entirely overhaujed, and the Ldies will find this year the grand stand far more convenient than the old one. It is expected that a fine showing of horses will be made; according to present arrangements several other States will compete. The premium list is a very liberal one. Besides the proposed water power company scheme mentioned in my last letter, there arc several others on loot, one of which is supposed to be headed by fix-Comptroller General Xeagle, who lias just returned? from a visit to Xorthcrn manufacturing town?. There is also another project to build a smr.ll factory right away; this is headed by three well-known men of means, who, if they take hold of' the matter, will probably carry it through. In whatever way thoyi may bo built, experience ? cveryI where a factory has been put in opcr| ation in the South?has demonstrated their great profit. People in other sections of the Slate have also begun to open their eyes, and who knows but in a few years wo may sec hundreds of thousands of spindles manufacturing some of the products of our own soil. The idea that anything is meant by the limit of payment of interest to the five bonds mentioned in the proceeding1', is pretty much exploded. Jt is generally believed the whole affair is part and parcel of las huge a job as was ever put up on a tax-ridden people; if it is not, it certainly behooves all the branches of the administration to do something that will assure the people of their honesty of purpose, for a majority of them, and of all political shades, now feel very uncertain about it. Perhaps no better way to do this presents, than to have a thorough investigation of the debt, by a committee mat will tell the truth about it, and as they find it. Miilc and water writing at this juncture by the press, is Just whafejsuits the purposes of any ring, and is out- of place. If the Legislature should decide to examine into the debt, it ccrtainly should be willing to work in harmony-with those upon whom the burdcyp rests, and allow a representative to follow the matter with them. Nothing short of this, judging from every day remarks heard on the street, will satisfy the people. Experience and expense have shown what legislative investigating co limit tees do. The talk of consolidating the whole debt, pay certificates, bonds, and all, is more frequent than ever. Of a certainty, th s would be a channel for some to get suddenly rich, a channel deeper than any that has heretofore existed.
