J This city at the present time is wearing its most beautiful dress; the streota aro arched, and nearly all the residences hidden from view the luxuriant growing shade trees, amongst tho leaves and branches of which the birds make merrj' with their songs, in keeping with the mirth " - ** i nkiMnan irKn or mrongs oi uufj^jr unw.v.. daily pass beneath them on their wa}* to the pic-nie groves; the numerous flower-gat dens have hoisted their many colored petals in honor of the victory of sffmrner, which send forth . thoir perfume into every nook and oorner, while in the business part of the city the windows of the stores dispute in splendor with the.ravs of the morning sun and the evening rainbow. Notwithstanding untoward cirenmstances, heavy tuxes and the Jike, calculated to discourage and not to add to the prosperity of thisplaco, it may be justly ranked among the most enterprising in the South, with much to brighten the field in the near future, in the way of manufactor'es. and other enterprises of which more will be said further on in this letter. Situated almost in the centre of the A ***' * l" e?r\ m m nuuui tJnn un?ic, n nu uicuwo ui vuiiiiui.ivi.1,.-.. with nearly every part of it, rapidly being- enlarged, it is not sir prising at all that South Carolinians take a particular pride in the prosperity of the city; and. from their appearance here from all quarters, every day bringing its number of strange faces, it can be seen that they note carefully the'pro gress made ; nor is this all; for those who heretofore ha?e sought climes further South for benefits of health. 3rear after year, now halt in their journey and find a pleasant retreat, either here or in the counties above where thoy can obtain a larger scope of mountain scenery, and larger draughts of the pure mountain air. Having said .but this, of the much that tan J)e said of Columbia, anjd the adjaccnt counties, we will now take a look at some of the enterprises wilhi i j? IU UVl' UUUI1UO. BUILDING IMPROVEMENTS. Ono of tho most substantial evidences of prosperity is the number of buildings, that have been erected within a year, and are now being built. Many of these aro of tinmost permanent kind Lasl year, 1 i am told, by one who has every op- 1 portonity of knowing, the average number of new dwellings was more than one a day; basides these, a large number of stores and other structures have arisen from the ashes, as it were. Yet. with them all, rents are high and the demand is greater than the fliinnlv Amnnor tho most notewor I'i'V o thy of iho new structures are, the Central National Bank building on the corner of Richardson and Plain streets, Wearn & Hix Art Gallery farther south on the first, named street; Parker's Block on the same street near the Couct House; the . new Methodist Church, corner of "Washington nod Marion streets, M: 13. Berry's furniture ware rooms near the Wheeler House; and others o? two and three stories, brick, too numerous to even call attention to at this time. The Bank building is a magnificent structure, made after the latest style, even to the famous Alansard roof which tho "Hub" of the universe has had such a wholesome dread of since the great Boston fire last November Jchn B. Palmer, Vc<i ia tlia ni'noMpnt nf tills* T??inb ajj *niv j/? voiw vu v v? >?' ?) which is now located in Irwin's Block opposite the Columbia hotel, (a building erccted three years ago, and besides being used for stores and the Bank, it is the only place where the showmen could find room until recently,) and which is not adopted to the wants of the increasing business of the Central National. Wcarn & llix, the artists whose reputation reach nearly as .far as tb? art of photography is known, havo a block in keeping with their profession ; a favorite resort for connoissieurs in art. It was built for the prettiest building in tbo city, and yet has to be rivaled. Tho front, and ornamental work is oJ galvanized iron, made to last forever. Whatever may have been the egg laid by the late Stato treasurer, in its incipiency, tho credit is due him of having hatched an enterprise in the shape of the most substantial and imposing block in the city. The Board of Insurance Underwriters testify to this much. Tho building is four stories, about two hundred and fifty feet deep, and contains halls for theatricals, above and below; the offices of some of the county officials, and the Internal Revenue, &c\, &c. A gaudily colored vane above a cupola tells tho people which way the wind blows. In tho rear of the main building and fronting on Ger vais street is another spacious hall devoted at present to tjbe use of colored gatherings; and, in rear of this a block of thirty-two brick tenements, said to be designed for temporary homes of the law-makers during the sessions of the General Assembly. The cost of all these is estimated at over forty thousand dollars. The enterprising professor LyBrand whose pianos trill in many a house from sea-board to mountain, an1 idoubtlessin Abbevil'e too, is about to crex;t a three-story brick music store near Fogaris large furniture rooms, built within the last two years on Main or Richardson street. These are but a few of tho largest improvements. but tho description of them may servo to give our readers an insight into Coljmbia affairs. jb'n pawont it moy be interesting to know that one of the events of the week, has been tho bringing of N1LE8 G. PARKER IN COURT on a civil suit. Many earH of ordinary length were pricked backwards wh'en tho case was announced, from a belief that a hole might be made into some of tho dark alleys of the past? the 6hcwd manipulation of counsel doomed the curious to .disappointment. It was a case of "Black dog ai)d donkey"?a 6uit first by Parker to recoyer $4,500 the value of a Penitentiary warrant sold by him to K. J. Donaldson the quordam Senr " n i -i. at .1.1 n a. i ator irom c-netjieriieiu county, anu then followed by a suit of Donaldson against Parker for the recovery ot aboat the same amount represented to hare been loaned bv Donaldson tc - ? Parker. As was surmiseu tneueienu ents got a verdict in both cases. The only feature of' general import in the case was a ruling of the judge virtually that penitentiary were not negotiable paper. Judge Carpenter has had an enormous amount of business before him this sct<sion, and without political distinction has won golden opinions from tho members of the bar. "The only business in tho GenI oral Sessions was tho trial of I * GEORGE TUPPEIt'S CASE for the shooting of Capt. John D, Caldwell last September. The jury found a verdict of manslaughter, and the judge sentenced him to five yearn hard labor in the penitentiary, a motion for a new trial having been denied. Yesterday, however, upon motion of General M. C. Butler, one of the prisoner's counsel, wbo has managed the case with great ability, ap order was issued remanding*the prisoner to the custody of the sheriff, pending the decision of the appeal to be argued before the Supreme Courl in June. COUNTY TREASURER JAMES M. ALLEN. This officer who was convicted last week at the court in Greenville of malfeasance in office as Treasurer of that county, and sentenced to pay a fine of $1,000 and to two years in tl^e penitentiary; was brought before Chief Justice Moses last night in Chambers in this city, on a writ 01 habeas corpvs, for the purpose of granting him bail, pending the proceeding^ upon the appeal taken. Ho had, as in Tupper's ease been remanded to the custody of the sheriff. There has been consiberable sympathy ex pressed for Alien, yet no one seems to deny that the State Treasurer lias performed his dutj' in this matter. His arrest and conviction caused quite a flutter among some of the officials, and county treasurers were' thick here for a da}' or two. In this connectien it is a pleasing duty to note the promptness of TIIE ABBEVILLE OFFICERS who were third in settlement. To show how closely county affairs are kept run of in some instances, it is I noticed that almost every one in official circles hjre appears to be well posted in the matter of the proceedings at law regarding the schoolclaims, and to also endorse the general approval of the good showing Treasurer DuPre made. Auditor T. B. Milford, also comes in for his share of compliments, and tho satisfactory management of his office has been tho subject of commendation at head quarters. MANUFACTORIES. There seems to be a new vigor regarding the subject of manufactories. The people here have finally opened their eyes to the fact that Senator ^prague of Rhode Island, does not care so much for the Broad and Saluda Kivers and the improvement of the magnificent water power, and plans are. now maturing which will probably result iu tho purchase of the canal and water works from him. Tho last named have been by the Board of Health represented to be a nuisance. They are at least a nuisance in so far as taxes are concerned, the rent beiug 816,OoO per year, for a supply of water which experts assert can be furnished for less than half that sum. Besides this project, of which it is understood Ex-ConiptrolImi* J. Tj NeuiMe is the head. to get possession of this immense and valuable water privilege, with a view to commence at onco to utilize the same, there are -several other by no means small plans laid by the most substantial of Columbians, for the building of Cotton factories. Those now in operation in tho vicinity of th- city?tho Saluda and the Red Bank Mills?demonstrate beyond a doubt the wisdom of su'th improvements. It is also a noteworthy fact that the men of means hail with much satisfaction the news of successful operations in this line from the country above. It may be safely counted upon, judging from the present state of feeling, and' the efforts being made, that but few years moro will pass bjT before tho busy hum of thousands of spindles may^be heard at work manufacturing in South Carolina the staple product for which she has few .equals. IMMIGRATION. Almost an equal interest is manifested in the subject of immigration. Wiih the factories proposed, and the presentendeavors to buiid railroads, and the means being employed to distribute information concerning the varied inducements offered all over the State, there is a very good prospect of securing good steady !* bor, and hardy, intelligent workmen. THE LAST SCARE. The anticipation of a Ring formed in New York and this State pertaining to the buying up of Stato bonds, and the cropping out of the suit of Jiorton, Bliss & Co., large bond holders in that city, causes an occasional financial stir generally conceded, not to bo without cause. The safeguard at the present time is the Supreme C\~ . I A 1 cs ii t~y _ . l men iuo ^ompirouer uenerai Mr. Hoge, tjie gentleman who tills so acceptably the office named, has peremptorily refused to levy any tax to pay the interest on tins great unknown debt, in his loiter which has been given to tbe country, in reply to the counsel of Morton, Bliss & Co. The tax, if levied, could not amount to less than twelve mills on the dollar, and this with the other expenses (to say nothing of past due indebted ness,) would necessitate a tax of more than twenty-five mills the next year. That the people will st nd by Comptroller Uoge in this, matter seems .to bo the opinion of all who are not supposed to be in one way or the ' other interested in the matter, otherwise than the-payment of taxes: There have been broad hints at the waling of the whole debt by the next ' legislature. MINOR EVENTS. The temperance cause is flourish ing grandly in the city. C., and Charleston; the country people all came to town on the occasion, and the streets were rendered almost impassable. Everything passed off quietly until last evening when a party returning from a pic-iiic became disorderly ; the police interferred and several of both sides went to grass; at one time the riot bade fair to be serious; the cause, of thu difficulty, as usual in such cases was rum. Suits and counter suits have been the order of tho day and Trial Justices have.had a harvest, "It is an ill wind," etc. The Masonic fratcrnitv have taken steps for the propor reception of the Remains of Past Grand Master JameK Lawrence Ori\ upon thtfir arrival here, (expected in about three weeks) from St. Petersburg. Good-bye readers for this time; after we have looked around more, mention will be made next week of other matters of general interest, including banks, machi'c shops, railroads, schools, colleges, and the sayings and doings at the State capital. The Anderson Intelligencer is informed that Hon. James. L. Orr had an insurance policy for ?2,500 in the Southern Lite Insurance Company; another for $5,000 in the Piedmont and Arlington, and still another for ?10,000 in the St. Louis Mutual, aggregating the sum of ?17,500. jggf Sunday last was a sacramental occasion at Cedar Springs.
