Spring Meeting of the State Agricul
tural Society,
The spring meeting of the State
Agricultural and Mechanical Soei~
ety convened at Hibernian Hall, in
Charleston, Tuesday morning, at
11 o'clock. There was a very
large attendance of the members,
representing nearlv every section
of the State. The socicty was
called to order by the President,
Major Thomas W. Woodward, who
upon taking the chair, delivered an
address, reviewing the history of
the association, its works in the
?ast and prospects for the future,
'he report of the Secretary and
Treasurer was then read by Colonel
D. Wratt Aiken, showing that the
receipts at the last annual tair had
been $4,513.24, all of which had
been expended. From this report,
it appears that the indebtedness of

000. The report of the Secretary was
referred to a committee, consisting
of Colonel ij. B. Moore, Paul S.
Felder, Esq., and I). H. Jacques,
Esq.
General Hiigood offered a reso
lution for the appointment of a
committee to suggest a syllabus and
suitable subjects for investigation
by the society, and for discussion at
its regular summer meeting. It
was adopted unanimously, and the
following committee appointed:
General Johnson Hagood, Hon. W.
M. Lawton, and George T. Wicks,
Esq.
Mr. George T. "Wicks, of Rich
land, then read an essay upon the
"Culture of Upland Rice as a Sta
ple of South Carolina."
On motion of General Ha<rood
the essay was ordered to be pub
lished among the annual proceed
ings of the society, and the thanks
of the society were returned to the
writer.
Qn motion of Mr. J. B. Moore,
a committee was appointed to con
fer with a committee from the State
Joint Stock Auxiliary Society to
make such arrangements for the j
meeting of the two societies as
may secure their permanent co-op
eration. The following committee
were appointed: Colonel John B.
Moore, General Johnson Hagood
and Mr. F. B. Connor.
Mr. M. L. Donaldson, of Green
ville. then read a Baner upon the

comparative advantage of labor
saving machinery and their adap
tability to Southern labor and pro
ducts.
A discussion ensued upon the
subject. Colonel D. AV\ Aiken
gave the result of his experience in
the introduction of labor-saving '
machinery. He said he had come 1
to the conclusion that it was impos
sible to adapt labor-saving machine- (
ry to colored labor. He had done I
as much according to his means,
towards introducing machinery in
this State as any man, but he had
at last come back to the old fashion-* *
ed way of making plough stocks.
The President read a commupi- .
cation from the South Carolina Ag
ricultural Society, inviting the
members of the convention to an *
excursion up the Ashley River, .
and stating that the steamer Emilie '
would leave South Atlantic wharf
at half-past 9 o'clock, Thursday
morning
The committee, appointed to ex
amine the Treasurer's annual state
ment, reported that they had exam
ined the same and found it to be |
correct.
Mr. J. B. Moore, from the com;
mittee appointed to report a plan
for the consolidation of the State
Auxiliary Joint Stock Company
with the State Agricultural Society,
submitted a report embodying a
plan of consolidation. The report
was adopted.
A resolution offered by Mr. F.
S. Felder, of Orangeburg, was
adopted, instructing the executive ,
committee to take the necessary
steps to exclude all kinds ot gam
ing from the fair grounds.

blind for the last three years, during
which time.I have spent several hun
dred dollars In trying to obtain relief,
the greater part of which I spent in At
lanta, Ga., (under treatment of parties
making diseases of the eye a specialty,)
without obtaining any relief, whatever.
I had aimost dispaired of. ever being
abletosee, when Dr. Gurley informed
me that by an operation tor the removal
of Cataract, the chances would be about
nineteen out oftwerty in my favor of ob
taining sight. I consented, end on the
17th ot February'Iast, he operated upon
my eyes, and on the 7th day afterwards
I was able to distinguish objects at a dis'
tance, and my sight is still improving,
so much so, that I find no difficulty in
walking about wherever I desire. The
operation was not as painful as I expec
ted and since I have experienced but
little pain. I can cheerfuliy recom
mend Dr. Gurley to- all persons suffer
ing from diseases'of the eye.

Section 1. Be it epacted by the Sen

duty of the Attorney General, theComp
troller General, and by the Secretary ot
State, conjointly, to designate, by pub
lic notice [in] one or more newspapers
in this State, in which all legal notices,
advertisements, or publications for the
State, of any and every character requir
ed by law to be made public, shall be
published; and said Attorney General,
Comptroller Uenerai, ana secretary 01
State, shall have power to makp such
changes and new designations, from
time to time, as they may judge that
the public interest requires.
Sac. 2. All State and County Officers,
and other persons are hereby required
to furnish to the newspapers designated
unt'er this Act, for the State and lor the
representative counties, for publication,
all legal notices, advertisements and
publications, of any and every.character
required by law to be made public; and
no legal notice, advertisement or publi
cation required by law to be made pub
lic shall have any valid force or effect
unless published in the newspapers des
ignated under this Act; and no publi
cation, of any character in any newspa
per not designated under this Act, shall
be paid for from ihe funds of this State,
or of any County: Provided, That the
said officers mentioned in Section one
shall have power, in cases requiring un
usual publicity, to order publication in
such newspapers, in addition to those
designated under this Act, as by and
with the advice of the Governor they
may select; and bills so incurred abaft
he audited and Daid in the usual mau
n er.
Sec. 3. All \cts and parts of A$ts in
consistent herewith are hereby repealed.
Sec. 4. This Act shall take effect from
and after passage. [Jan. 22,1872.
