Court, The January term of the Circuit Court for Anderson County began on Monday ln*t, His Honor, Judge Thompson S. Cooke, presiding. Upon the organization of the Court, the Clerk read the commission of Judge Cooke, to fill the unexpired term of Hon. James L. Orr. Also, the con? missions of Absolem Blythe, Esq., as fejolicitor ot tne uigmn ujrcuii, jonn W. Daniels as Clerk, and Wm. McGu* kin as Sboriff of Anderson County. The Grand Jury was organised with Samuel J. Emerson a? Foreman, and His Honor proceeded to charge the members as to the nature and extent of their duties. He believed that the change in the law, which makes grand jurors serve for the wfoolp year, was a wise and judicious regulation, as it. enabled thorn to become familiar with the duties pxpected of them. lie was very much gratified to find that Andean County was in a healthy financial condition, and ho had no doubt that one ot the great causes leading to this rosult was that the grand juries have heretofore dinchayg ed their trusts, and held public officers to a strict accountability. Anderson fvas now the banner County of the Btate, and it behooves the grand jury to scrutinize the actions of tdese officers that they may continue to fulfill their obligations to the publici, lie desired tbem to give particular attention to Trial Justices, whoso power to oppress the people and iq; volve the County in unnecessary ox pense was very great, and bad been fearfully abused in the lower portion of the State, with which he was more familiar. A Trial Justice is a peaco officer, whose duty is to prevent strife pnd maintain good order jo the com munity, and he hoped they would present every Trial Justice who was transgressing these limits and promo, ting litigation among the people. It was also their duty to examine the publio offices, and bring such matters to the attention of the Court as need, ed correction. Only one bill was ready to be handed out, which was an indictment far murder, the nature of which offence was clearly explained, together with its various degrees, lie likewise defined the nature ol grand larceny, assault and battery, pnd other offeocefl.
