Sec. 2. The Commissioners ot Jbicc tion shall provide ono box for each, election precinct. An opening sltuli be made in tho lid of the box, not larger than shall be sufficient for u singla ballot to be inserted therein ix' one time, through which each ballot received, proper to be placed in sucl box, shall be inserted by the persoi voting, and by no other.
