That on and after the passage of this
Act, it shall be competent for the parties,

be, when constructed, at least twelve
(12) inches above tidewater, and its
abutments be of such a character as to
resist, in the event of a freshet, its being
washed Away; and for the better carry
ing out of this provision, it is hereby
made the duty of the Commissioners of
Iioads of the counties, heretofore named,
to inspect said Causeway in course of
construction, and after completion, and
see that the foregoing specfiied require
ments be complied with.
Sec. 4. They shall be authorized to
ask, demand and receive, for crossing
