"The following very suggestive article is from the Washington Patriot, of Wednesday. Declaring martial law has hereto fore boen considered rather a seriousihinif. The plcasure-lovintr neonh hereabouts, however, who, in familia; I phrase? Deal thus damnation around the land On each they judge their foeseem to think it a matter of no very great moment, and if a few thousand people, especially white ones, more or lees, are by mistake put in the dreary category of having no rights that anybody is bound to respect, it s lightly termed an innocent "clerical error,'' which it is not worth while to correct. Such, it now seems, is the easo in South Carolina. The counties which the President meant to outlaw were a cluster in the North of the Slate, conaining, by the way, those forlorn, obsolete classicalties, "Cowpens" and 'King's Mountain." They arc Spartanburg, York, Lancaster, Chesterfield, Chester, Fairfield, Newberry, vnd Laurens,. Directly in the centre )f- them is the county of "Union," which is not included in the proclamation, but in its place is put "Mai-ion," a county far away in the Eastern part of the Stato having no consection whatever with the "infected Jistrict"of the Northwest, and con:'esocd to be perfectly orderly and juiet. The poor folk ?f Marion, inheritors of revolutionary >eanut8, ought to bo extricated! But we are by no means sure that it s a mistake. A little scrutiny shows retty plainly that tho selection of hese counties was made with refernce less to social disturbance, actual i r imputed, than to party consideraions. At the last Presidential ulecion tho nine outlawed counties gave Democratic majority of more than! , 100. At the Slate election of 1870 Union," which is exempt, gave a Radical majority, and "Marion," rhich is dragged in, gave a Conservaive majority. There aro six other ountics with anti-Administration ten-' encics, which we could mention, that! fill doubtless be in tho next proclamation, and then Georgia will be disiplined. The object of all this is not isguised, for, speaking of tho latter Itate, the President's organ says : "Prominent Republicans from Geor;ia give a hopeful account of the pary organization in. that Slate under it i nd wflh the President's aid they have ull confidejice to get rid of objection.ble elements and carry ihe State."
