Judge It 13. Carpenter, of Charles- c
ton, was five hours before the Ku
Khix Committee. There had been
Ku Ivlux outrages in various parts of
the State?not, however, originating <
from hostility to the Federal Govern- ;
ment, but the natural outbreak of
men who had no redress throughout *
the forms and administration of the
law. The Government of the State
is defective in capacity in all its de- ,
parttnents and venal ; it had increased
the debt ?11.000,000, without constructing
a mile of railroad, a foot of
canal, or a school-house. When a
candidate for Governor last year, he j
visited every County in the State, r
but never heard a man utter a word j
against the Federal Government. j
The opposition was to the connpt
and nial-administiation of the State
Government Members of the Loyal ,
League committee outrages, such as!;
murders and burning ^in-houses, be-r
fore there were Ku Ivlux organizations.
The people submitted quietly
for two j-ears, until t'ley had no redress
through elections or forms of
law, The Ku-Klux was composed of
men of high respectability, or orga- nized
for redress and protection.
Judge Carpenter, however, did not
endorse the organization, lie testi- ?
fied that the collection of $4,00u,000,
levied this year, will bankrupt one- A
third of the State. The general con- *
iition of affairs in the State is bail.
